2 officials get flak for not supporting cityhood

MABALACAT — Indignant residents here lashed out at Vice Mayor Noel Castro and Board Member Tars Halili for going against the popular clamor to convert this first-class town into a component city.
Castro and Halili were earlier quoted as saying they were “neutral” on the issue of the Mabalacat cityhood, which had already passed first and second reading in the House of Representatives.
On May 17, the congressional committee on local government units approved on first reading House Bill 2509, “An Act Converting the Municipality of Mabalacat in the Province of Pampanga into a component city to be known as the Mabalacat City.”
Earlier, Mabalacat residents expressed their support to the conversion of the town into a component city, based on a survey conducted recently in seven villages.
In a random survey conducted on some 900 respondents in Barangays Mabiga, Poblacion, San Francisco, Mawaque Resettlement Center, Madapdap Resettlement Center, Camachiles Resettlement Center and the central business district of Dau, it was found out that 98 percent of the respondents have favored the conversion on Mabalacat into a component city.
The Mabalacat cityhood bill was sponsored by Representative Carmelo Lazatin (1st district) in the House of Representatives for approval.
The neutral stance of Castro and Halili surprised not only the Mabalaqueños but also their colleagues in both the Mabalacat Municipal Council and Pampanga Provincial Government.
Castro signed the Municipal Council Resolution 54, which calls for the conversion of Mabalacat town into a component city.
Likewise, Halili supported the Provincial Board Resolution 1093, endorsing to the House of Representatives the conversion of the municipality of Mabalacat into a component city.
“Hindi naman po natutulog si Vice Mayor Castro noong pirmahan niya ang SB (Municipal Council) resolution na naglalayong suportahan ang conversion ng Mabalacat bilang isang component city,” said Mabalacat Councilor Liza Pineda.
Councilor Froy Galang also echoed the views of Pineda.
Castro and the rest of the Municipal Council members trooped to the House of Representatives during the first reading of the Mabalacat Cityhood Bill.
Castro even applauded and congratulated the lawmakers who supported the measure.
“Hindi po kailangan na maging neutral sina Castro at Halili sa usaping Mabalacat cityhood sapagkat sinusugan po nila ang mga resolusyon na naglalayong ma-convert ang Mabalacat bilang isang siyudad,” said Jane Aquino of Barangay San Francisco.
The conversion of Mabalacat town into a component city is expected to spur economic growth and further improve delivery of basic services to Mabalaqueños.
The Internal Revenue Allotment of Mabalacat will increase once it was converted into a component city.
A five-year moratorium on the payment of taxes will also be imposed once the town was converted into a component city. The moratorium is reportedly extendable.
