Questions loom in the minds of stake holders and workers in Clark Philippines where Ricafortās whopping p14 Milllion earnings in 2009 constitutes another case of graft and corruption that has marred so many government-owned-or-run enterprises in Philippines.
A COA report showed that Ricafort’s basic salary was at P2.078 million. But Ricafort also received P10 million in extraordinary and miscellaneous expenses; P832,400 in per diem for sitting in the Board of Directors of the CDC and the Clark International Airport Corp.; P606,056 in Rata; P497,441 in āothersā; and P396,344 in bonus and incentives.

MANILA, Philippines ā Itās not only the officers of the Metropolitan Waterworks and Sewerage System (MWSS) who are enjoying sky-high perks and bonuses from the government.
In 2009, the government officials who received the most in salaries, allowances and āextraordinary and miscellaneous feesā came fromābesides the MWSSāthe Subic Bay Metropolitan Authority (SBMA), the Clark Development Corp. (CDC), the Development Bank of the Philippines (DBP), the Bangko Sentral ng Pilipinas (BSP), the Bases Conversion and Development Authority (BCDA), Social Security System (SSS), and Land Bank of the Philippines (LBP).
This was according to the Commission on Auditās report on the salaries and allowances received by principal officers and members of governing boards of government-owned and/or -controlled corporations, and secretaries, undersecretaries and assistant secretaries of national government agencies.
BCDAās Narciso Abaya, former Armed Forces chief of staff, received a basic salary of P3.079 million. His āothersā amounted to P2.094 million, while the total amount of his per diem for sitting in various agencies was P1.534 million. His Rata was at P380,474.
EXPRESSING SHOCK at the fat paychecks, perks and bonuses enjoyed by top executives of government-owned and -controlled corporations (GOCCs), House Majority Leader Neptali Gonzales II Saturday said he would call for an investigation to exact ātransparency and accountabilityā from these officials.
āPlaced in the context of poverty, rising levels of hunger and destitution, the countryās burgeoning budget deficit, and the long struggle to hurdle the economic crisis gripping the country, the granting of excessive and scandalous salaries, allowances and benefits to officials of GOCCs is scandalous at the very least,ā he said.
Weathering speculations, rumors and news of impending replacement for the lucrative post of president and CEO of CDC the government owned corporation that manages bustling new city of Clark Pampanga, Benigno Ricafort still holds office.
The general sentiments and reaction from this story among those with a vested interest in Clark Pampanga is one of hurt and disdain. One locator said “To think that we all toil and sweat each day to do our bit to make Clark more successful, it makes me angry to see a person like Ricafort plunder away money that could otherwise have gone into improving infra-structure or to promote Clark in the international community.”
