Provincial, city employment offices bag awards

CITY OF SAN FERNANDO — Three Public Employment Service Offices (Peso) in the province bagged top awards during the recently-concluded Department of Labor and Employment (Dole) Region 3′s 2010 Peso Year-End Performance Assessment.
The event was held at the Fontana Convention Center in Clark Freeport.
The provincial Peso was adjudged Best Peso in the 1st Class Province Category, while the City of San Fernando’s Peso was named the best in the component city category.
The city Peso of Angeles, meanwhile, was named Best Peso in the Highly Urbanized City Category.
Pampanga Governor Lilia Pineda was cited as best Provincial Chief Executive for her untiring support, while Mayor Oscar Rodriguez was cited as Best Local Chief Executive.
City Employment Services Department (CESD) chief Donny Sayre, meanwhile, was named Best Peso Manager.
The province has been awarded as such for the second time, while the City of San Fernando has bagged the top awards three times in a row.
The city Peso of Angeles, being a consistent winner in the region, is eyeing for a “Hall of Fame” Award in the Nationals.
Alex Inza-Cruz, Dole-Central Luzon Technical Services and Support Division chief, said the province’s Peso officials have been innovative in implementing programs that provided employment opportunities to thousands of Kapampangans.
Luningning Vergara, provincial Peso manager, said it is their continuing commitment to provide the people with employment opportunities so that they would become productive individuals.
“This also gives them a source of income to support their respective families,” she said.
After receiving the award, Vergara vowed for a more active provincial Peso to cope up with the demands of the increasing number of unemployed Kapampangans.
Sayre, meanwhile, said they bested the City of Palayan in Nueva Ecija on some major aspects like the increased rate in job referrals, jobphilnet, placement, career advocacy and a host of other innovative employment programs.
“Our job placement last year alone, from the three job fairs we conduct annually, increased from 76 percent to 78 percent. The Pampanga Dole’s records show that our rating is at 97 percent overall,” Sayre said.
Officials of CESD also noted the employment opportunities and job placements generated by the city through its in-house weekly placements where some 100 applications are processed and many hired on the spot; the Skills Registry System, which is brought down to the barangay level using “agents” to monitor and track down the unemployed; the career and employment advocacy center where close to 3,000 undergo career counseling; the high school and college career for a under the Labor Education for Graduating Students where some 500 to 1,000 students regularly are enrolled and the new “K-Ito” where 30 out of school youth are trained in information technology.
“We also have the Manpower Development Training Center where we give out starter kits worth P5,000 to trainees; the Negokart with some 30 beneficiaries each time and the Northville 14 multi-purpose cooperatives to provide employment for Fernandinos. As usual, we never stop with our job fairs and career fairs which we opened to non-Fernandinos now to give them equal opportunities,” Sayre told Sun.Star Pampanga.
Rodriguez, for his part, while expressing elation over the CESD’s citations, said the open job fairs are a testimony of the City Government’s desire for a decent life for all.
“This is a manifestation that the city is open to all. I am sure that our CESD will make it to the national awards this year,” Rodriguez said.
Dole-Central Luzon Director Leopoldo B. De Jesus, in his message to the hundreds of Peso managers who attended the event, said the Pesos should not compete with each other, but keep up their continuous commitment to serve clients and provide them employment and livelihood opportunities.
“The Pesos of Region 3 must stick together as one force in aiming for par excellence,” he added.
The regional winners for this year will be Dole’s nominees in the 11th Peso Congress, which will be held sometime in October. (Jovi T. De Leon/Herbert P. Mapiles)
