‘Win-win’ solution seen in land row

CITY OF SAN FERNANDO–Governor Lilia Pineda urged the Provincial Board (PB) on Monday to immediately adopt an ordinance dealing with the barangay information system and safety plan following the recent upsurge of crimes in the province.
Ordinance 490, “An ordinance adopting a barangay information system and safety plan and strengthening the institutional capabilities of the barangays in the Province of Pampanga,” is the unified ordinance agreed upon during the recent emergency peace and council meeting called by the governor at Capitol.
In her letter to the PB on February 7, Pineda said “We are all aware of the current events, detailing rampant crime commission all over the province. This situation does not give us the favorable climate within which to operationalize our programs and projects intended to alleviate the living conditions of our constituents.”
“We cannot achieve maximum and significant success in the promotion of basic services if our inhabitants–both the giver and the recipients of such services–are dwelling in fear and are not assured of their safety,” she added.
The governor said she recognizes the significant role of barangays in the promotion of peace and order in their respective jurisdiction.
“I would like to suggest that our province, through this ordinance with legal reference to Executive Order 309 dated November 11, 1987, expands the membership in the Local Peace and Order Council to include the barangays. After all, they are under the general supervision of the Provincial Government,” said Pineda.
She added that she has certified the adoption of the ordinance as urgent, considering the urgency of addressing the adverse effects of criminality and lawlessness. (Jovi T. De Leon/Herbert Mapiles)
