Village chiefs tapped in resolving carjacking

CITY OF SAN FERNANDO – Governor Lilia Pineda is seeking the help of Pampanga village chiefs in curbing carjacking incidents that have recently plagued the province.
Pineda met with more than 500 village chiefs on Monday at the King’s Royale Hotel, a few days after the province-wide emergency meeting at the Capitol.
During the meeting, Pineda reiterated her call on barangay officials to conduct a census among residents of their village and perform a background check on new residents.
“There should be a barangay development plan, which includes a documentation of all residents and their businesses,” Pineda said.
Pineda first made the call to perform a background check among new residents last Thursday when she met the province’s mayors, board members, police and the military and other government officials.
During last week’s meeting, Pineda expressed disappointment over the series of carjackings and killings in the province’s commercial centers like San Fernando, Mexico and Mabalacat.
ID system
Angelina Blanco, provincial director of the Department of Interior and Local Government, said village chiefs can create an ID system to effectively monitor their constituents.
“There is nothing illegal in creating an ID system. It would actually even help you in efforts to maintain peace and order in your villages,” Blanco told village chiefs.
Blanco said village secretaries should have a master list of residents and should register all new residents and update the list.
Former Pampanga Police Director Petronio Retirado said notorious carjackers like Raymond Dominguez and his brother Roger were able to post bail and get out of jail after being arrested in Metro Manila and Bulacan. Later, they moved to the far-flung villages of Pampanga.
Lawyer Ricardo Diaz, regional director of the National Bureau of Investigation in Central Luzon, has discussed laws regarding bails.
Diaz said bails depend on the nature of the crime. However, he admitted that some of the laws should be amended to be stricter so criminals will not easily get out of jail.
After the meeting with village chiefs, Pineda convened the first peace and order council meeting, which she also heads.
In the council meeting, she told heads and representatives of various government agencies her expectations of their efforts to be effective.
She also called on the police and the military to stop all forms of criminality, especially carjacking. (Charlene Cayabyab)
