Economic chief optimistic on new medium-term plan

CLARK FREEPORT — National Economic and Development Authority (Neda) Director General Cayetano Paderanga is optimistic of the soon-to-be-submitted Medium Term Philippine Development Plan (MTPDP) and an eight percent GNP growth under the Aquino administration.
Paderanga, in his speech before members of the Pampanga Chamber of Commerce and Industry (PamCham), said growth drivers for 2011–like mining, construction, trade, private services, and finance on the supply side of the economy–remain relatively strong.
He said the national development objectives aim to achieve inclusive growth, create employment opportunities and reduce poverty.
“The plan in a broader direction, aims to attain a high and sustained economic growth that provides productive employment,” Paderanga said, stressing that an equalized access to development opportunities across geographic areas and across different income and social spectrums is essential in the new development program.
The MTPDP deals with issues and concerns on the macroeconomy; competitive industry and services; competitive and sustainable Agriculture and fisheries; accelerating infrastructure development; financial sector and capital mobilization; good governance and the rule of law; social development; peace and security; and the conservation, protection, and rehabilitation of the environment and natural resources.
The MTPDP is expected to be submitted to President Benigno Aquino III anytime this February.
Paderanga also presented the Private-Public Partnership under the Department of Public Works and Highways (DPWH) and the Department of Transportation and Communication (DOTC).
The DPWH handles the LRT 2 (Manila Light Rail Transit) east extension project, the privatization of LRT’s operations and maintenance, the privatization of MRT 3′s (Manila Metro Rail Transit) operation and maintenance, and the LRT south extension project.
The DOTC, on the other hand, handles the Puerto Princesa Airport development, the new Legazpi-Daraga airport development, the privatization of the Lagundangan airport’s operations and maintenance, the Ninoy Aquino International Airport’s phase 2 expressway, and the Cavite side of the Cala expressway.
