Trucks banned from using flood-control structures

CITY OF SAN FERNANDO – The Provincial Board unanimously approved Monday an ordinance prohibiting heavy equipment from passing through government-funded flood-control structures in the province.
Board Member Nestor Tolentino (fourth district), author of the Ordinance No. 488, said it will cover the megadikeโs access roads, the tail dike, the Arayat-Apalit-Masantol setback levee and Pampanga Delta dike.
Tolentino, chairman of the Committee on Environment and vice chair of the Committee on Public Works, also said the ordinance provides for the installation of overhead concrete barriers and provision of penalties for violators such as confiscation of licenses and fines.
โThere has been an increase in the number of vehicles passing through the megadike access roads, the tail dike, the Arayat-Apalit-Masantol setback levee and the Pampanga Delta dike, including trucks and other heavy vehicles, which significantly damage the said access roads due to gross vehicle weight and overloading,โ Tolentino said.
Tolentino said these need will be preserved and maintained while being utilized both as effective flood-control structures and access road dikes for light vehicles.
โThe same are also proposed to be implemented in flood-control structures funded under foreign loans like the tail dike in San Fernando and Minalin,โ Tolentino explained.
He said few overhead steel and concrete barriers installed before by the Department of Public Works and Highways (DPWH) were illegally removed by unidentified persons.
Tolentino also said he also filed Resolution No. 1795 requesting DPWH-3 director Alfredo Tolentino to install overhead concrete barriers in strategic portions of the East and West Megadikes and other flood-control dikes in the province.
Late last year, the Provincial Government under Governor Lilia Pineda instructed Tolentino to coordinate with the Provincial Engineering Office to spearhead the rehabilitation of the Bacolor-Porac Road, which will be utilized as an access road for quarry trucks.
โThe access road is now passable to quarry trucks, while rehabilitation is ongoing from Porac to GSO,โ Tolentino said. (Chris Navarro)
