Guv jump-starts credit program
CITY OF SAN FERNANDO — Governor Lilia Pineda on Wednesday led the launching of the “Negosyu King Panyulung Program” (NPP) at the Benigno Aquino Hall here to provide at least P1.9 million credit assistance to qualified beneficiaries.
The launching was made possible through the Provincial Cooperative and Entrepreneurial Development Office (PCEDO) headed by Provincial Cooperative officer Mamerto Gatus. The event was attended by business luminaries Leticia David of Aling Conching’s Native Products, Myrna Bituin of Betis Crafts and Lolita Hizon, who owns the famed Pampanga’s Best brand.

The NPP is a livelihood credit assistance program of the Provincial Government of Pampanga. The NPP has two program categories in which entrepreneurs may avail of loans to start up their respective businesses.
The NPP-1 targets the marginalized sector of the province. The first loan program lends P5,000 with a one-year-to-pay scheme to qualified beneficiaries with viable projects.
“The qualified beneficiary should at least be 21 to 59 years old and must attend trainings and meetings, pass the background and credit investigation, must be a member of an association and should have an existing business. There will be no interest charged on the loan amount once approved,” Gatus said.
Meanwhile, the NPP-2 provides college graduates and undergraduates and cooperatives with a passion for business access to ready credit. The program provides a loan amount of at least P20,000 and a maximum of P200,000 with a fixed annual interest of 6 percent.
Pineda said that she hopes to see the program’s existing beneficiaries grow professionally as entrepreneurs and come up with their own successful businesses. She said that the growth of at least one of the beneficiaries would create a ripple effect in the development of a local community in terms of job generation and business activity.
“I would like to see these beneficiaries as the next successful stories in the likes of businesswomen Myrna Bituin and Madam Lolita Hizon. We need more entrepreneurs now than ever before. I have asked the PCEDO to look into other possible beneficiaries of the program,” Pineda told Sun.Star Pampanga, stressing that the provincial government is willing to give more than just P5,000 to worthy entrepreneurs.
Gatus, for his part, said that the NPP will be a great help for people in the grassroots level who would like to make ends meet by having a ready income. He added that the PCEDO is now working double time to improve their screening processes to bring in more beneficiaries.
Gatus said they are now in a better position because of Gov. Pineda’s support. “The willingness of the governor to give more credit assistance is an indication that our people can now have a brighter future ahead of them in terms of doing business.” (Ian Ocampo Flora with a report from Herbert P.
