Councilor decries abuse of power

MAGALANG — A member of the Municipal Council in this town has sent a complaint-inquiry letter to Interior Secretary Jesse Robredo after allegations that majority of her fellow council members abuse their power.

Councilor Elizabeth Gonzales, who is the only person from the minority council, has charged the Municipal Council of having “railroaded prevailing internal rules of procedures” at its very inaugural session.

In her letter to Robredo, Gonzales said the council’s mandated first session is supposed to discuss the approval of the proposal on internal rules of procedures and the organization of the different committees, which she filed with the council secretary. She also distributed advance copies of her proposal to other council members.

However, on session day, Gonzales’s proposal was not included in the agenda.

“Right there on the session, the incoming chair of the committee on rules produced an instant proposal that was approved without discussions and immediately after organized the different committees,” Gonzales said in her letter.

Gonzales has also questioned the legality of the absence of a provision for third reading in the “hastily approved Internal Rules of Procedures”.

Gonzales also said the council secretary has refused to provide her copies of minutes of the meetings, journals and raw voice tape recordings on the conduct of the sessions for her review.

“It seems that in our council, it is all about the rule of majority, that the majority is always right. Belonging to the minority is a curse,” Gonzales said.Β (Charlene Cayabyab)
