Public works exec denies cancellation of projects

CITY OF SAN FERNANDO – A public works official here denied the cancellation of 19 “dubious” flood control projects all over the country, including the four projects in Pampanga province.

Department of Public Works and Highways (DPWH) Regional Director Alfredo Tolentino said Public Works Secretary Rogelio Singson has not ordered the cancellation of the projects earlier.

Tolentino’s claim runs contrary to Singson’s statement few weeks ago that 19 foreign-funded flood control projects of the previous administration, worth some P934 million, were cancelled due to questionable date of negotiations.

The DPWH regional director said only the mode of procurement was not approved in the projects. From negotiated contract, the public works secretary, has changed the mode of procurement to bidding “to level the playing field.”

The projects’ negotiated contracts were entered last June 18, less than two weeks before the end of the previous administration.

“At dito sa Pampanga at sa region, wala kaming negotiated contract kaya tuloy-tuloy lang po ang trabaho natin. Lahat ay nagdaan sa biding,” Tolentino said.

Four of the multimillion flood control projects are in Pampanga, which include one in Arayat, worth P77,315,428.96 being undertaken by L.R. Tiqui Builders, Inc.; one in Candaba, worth P78,714,659.59 under Northern Builders; another one in Barangay Bodega Section, Floridablanca worth P27, 447,484.14 under Northern Builders; and another in Guagua and Lubao, worth P16,451,747.20, also under contractor L.R. Tiqui Builders, Inc.

Concerned officials of the province has since been in an uproar over the alleged cancellation of the said projects, prompting third district Representative Aurelio Gonzales Jr. to file Resolution 126 at the House of Representatives, calling for a probe into the controversy. (Jovi T. De Leon)
