Biz group scores deeds office for delay

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry Inc. (Pamcham) has bewailed what it described as a “costly delay” in the processing and release of documents in the Register of Deeds in this city.

Pamcham Executive Director Joyce Duldalao said their group has received disturbing reports from its members in the real estate and property financing industry who had reportedly experienced interminable delays in the releases of certified true copies of tile and transfer certificates of title.

“This has been going on for the last three to four months and has become noticeably prevalent since the adoption of the computerized system by the agency,” Duldalao said.

Duldulao revealed the delays have been costly to the real estate industry because of the disruption in the efficient flow of transactions in the property industry.

Pamcham director Malou Garbes of MB Garbes Realty confirmed that they have to wait for 15 days to secure a certified true copy of title and three weeks to a month for a transfer certificate of title.

Before the shift to computerization, the above documents could be released in two to three days.

Carworld’s First Vice President for Sales and Marketing Romy Sanchez has also echoed the same sentiment in the processing of chattel mortgages, which he said is very costly in terms of time and manpower requirement.

Sanchez, however, commended the director of the Pampanga Register of Deeds for providing assistance in expediting the processing of chattel mortgages even those outside the province.

Duldulao expressed hope that the agency would be about to hasten the phase-in stage of its computerization program because continued delays in processing of vital documents will affect investors’ attitude.

“Investors put a premium on efficiency and dependability in business transactions and any delay in this area will negatively impact progress and development, particularly in the countryside,” she said.
