Ex-village chair asks RCC to account Lazatin funds
ANGELES CITY – Former Barangay Sto. Cristo Chairman Aymer Alvarado has formally requested the Republic Central Colleges, the tertiary school owned by the Lazatin family, to account fund grants from first district Rep. Carmelo “Tarzan” Lazatin from 1988 to present.
In his letter dated December 14, 2012 and stamped received on the same date, Alvarado asked Dr. Victoria Lazatin-Angeles, sister of the 78-year old congressman and chairperson of the college, “for an official accounting of any funds granted and/or paid to the Republic Central Colleges.”
Alvarado asked Dr. Lazatin to account for funding grants received from the Priority Development Assistance Fund (PDAF), formerly known as the Congressional Development Fund (CDF), from 1988 to 1998 and 2008 to 2012, as well as payment from the executive budget of the City Government of Angeles from 1999 to 2007.
“I am very sure that Dr. Lazatin, the congressman’s sister, was very much well-aware of these funds. Also, I believe that the RCC has kept a proper accounting of all the funds received by the college from government sources particularly from the PDAF or CDF of Mr. Tarzan Lazatin and the executive budget from 1998 to 2007,” Alvarado said.
“And since such are public funds, we have the right to know how they were spent and who benefitted from them, Further, the RCC has the duty to account for such funds and submit the proper liquidation reports to the concerned government offices,” Alvarado added.
His letter to Dr. Lazatin-Angeles also mentioned, “May we further respectfully request that the names of beneficiaries and amount granted per beneficiary be indicated as well as certified true copies of the liquidation reports submitted to the concerned agencies.”
Earlier this month, the former barangay chief executive filed a complaint-letter addressed to Commission on Audit (COA) Chairperson Ma. GraciaPulido-Tan. In the said letter, he alleged that Lazatin violated certain laws by appropriating funds from his Priority Development Assistance Fund to benefit the RCC, particularly Sec. 3 of Republic Act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713.

A report by the Philippine Center for Investigative Journalism (PCIJ) entitled “ Pigging out on pork: PDAF racket rocks ‘daangmatuwid’” indicated that implementing agencies only serve as “conduits of pork money.”
The said PCIJ report stated: “The unbending rule in the use of pork endures to this day: The lawmaker decides for which projects he wants to use his pork, anywhere in the country he wants to, or whichever local government unit, and the individuals he wants to benefit from it.”
The report further said, “The rules say as well that a lawmaker must submit his list of projects to the committees on appropriation in the Senate and the House. Their respective chairs would then consolidate all lists and then send the result to the Senate President and the Speaker, who would then transmit the consolidated lists of the two chambers to Malacañang.” ● (Press Release)
