CPA-lawyer asks Pamintuan to show actual tax collection

ANGELES CITY–With less than two months left before the end of 2012, the City Government, under the administration of Mayor Edgardo Pamintuan, is still not able to provide certificates of the city’s actual tax collection for 2011 and 2012.
Certified Public Accountant and lawyer Niño Enriquez on November 19 questioned the Receipts Program of the city government’s proposed Executive Budget for 2013 which only contained the city’s estimated income for the previous and the present year but no records of actual tax collections.
Enriquez also observed that the City Treasurer Juliet Quinsaat listed an estimated additional income of P100 million in the proposed budget, however, the report did not show from where the additional income will be obtained.
“Where will the city government get the additional P100 million?” Enriquez said, “From local businessmen?”
Since assuming office, the administration of Mayor Edgardo Pamintuan has been hounded by complaints from local businessmen regarding the very high assessment of their taxes.
A local business in Barangay Santo Domingo, the Golden Lion Driving Range, paid P3,325 worth of taxes in 2010, however, in 2011, their taxes ballooned up to P8,850, more than a 250% increase.
The colossal increase in taxes paid by local businessmen is owed mostly to the high assessments of the City Government and the increase in permit fees.
Enriquez explained that the payment for Mayor’s Permit for Golden Lion, for instance, became P780 from the original amount of P100, which is more than a 700% increase.
Enriquez also cited the estimated Business Tax income of the city for 2012 amounting of P400 million compared to the Business Tax income for 2011 amounting to P249,013,050.34.
Enriquez said that the significant increase in the city’s Business Tax income can be owed mostly to the City Government’s pressuring of local businessmen to pay higher taxes.
Enriquez also noted that most of the increase in the budget’s income for 2013 will come from Permits, Fines & Penalties, Medical Dental & Laboratory Fee and Inspection Fees which will definitely affect the bottom line of the local businessmen.
Enriquez, who is running for City Councilor under the slate of Pampanga First District Representative Carmelo “Tarzan” Lazatin, said that the City Government claims that there has been no increase in taxes in the Pamintuan administration but the grievances aired by local businessmen, who serve as the backbone of the city’s economy, say otherwise.
