Angeles City councilor: Where did quarry income go?

ANGELES CITY–A councilor in this city has expressed concern over the non-appearance of tax collections from quarry products in the city’s 2013 budget.
Councilor Bryan Nepomuceno, in a statement, said despite the apparent number of trucks carrying sand, gravel and other quarry products regularly traversing the city, the city’s proposed Executive Budget for 2013 shows that the city government did not have any tax collection for quarry products for the year 2012.
“In the proposed budget, the city declared that it was able to collect P12,705 worth of taxes from sand, gravel and other quarry products in 2011. However, for the year 2012, the amount of taxes the city was able to collect was left blank or zero. Where are the gravel tax collection?” asked Nepomuceno, “Why is the entry for gravel tax left blank?”
Nepomuceno added that for 2013, the City Treasurer’s Office did not declare any estimate for gravel tax collection. He said that the entry being left blank can only mean one of two things: either the city government was not able to collect taxes from quarry products that year or the figures for the tax collection were deliberately left undeclared.
The former reason, according to Nepomuceno, was highly improbable since a lot of trucks transporting sand and gravel regularly go through Angeles City which makes it impossible for the city to have no tax collection from these. For the latter reason, Nepomuceno said he is giving his peers in the City Government the benefit of the doubt.
“We will have a Budget Hearing this week and I’ve decided to raise my concerns there so they can be properly addressed,” said Nepomuceno.
A member of the minority bloc in the City Council, Nepomuceno is currently running for re-election under the slate of Pampanga First District Representative Carmelo “Tarzan” Lazatin, who is running for mayor.
Earlier, Barangay Claro M. Recto Chairman Valentino Lagman, who recently withdrew his support from Mayor Edgardo Pamintuan, also questioned the pass-way fees being collected from sand and gravel trucks going through Angeles City by a certain Jessie Eres, who is reportedly a good friend and special assistant of Pamintuan. ●–Charlene A.
