Comelec not favoring any party-list group

MANILA, Philippines – Amid accusations that it is favoring the Malacañang-backed party-list organizations, the Commission on Elections (Comelec) yesterday asked its critics to reserve their opinion until the poll body releases the list of groups that can participate in the 2013 elections.

Comelec Chairman Sixto Brillantes said there is no truth to accusations that it is eliminating groups critical of the Aquino administration but giving preferential treatment to its allies.

“No way. When the final listing comes out, they will realize that we are not favoring anybody,” he said.

Asked about the status of Akbayan party-list, Brillantes said Comelec is still deliberating whether it should retain the group’s accreditation to be able to run next year.

“It is still hanging. There is still debate over it,” he added.

Malacañang defended the legitimacy of Akbayan but said it would be up to the Comelec to rule on whether they were serving marginalized sectors or should be disqualified.

Akbayan’s disqualification is being sought by Anakbayan and Youth party-list groups. They claimed Akbayan is no longer marginalized because it is adequately represented in the Aquino administration.

The Akbayan members in the executive branch include Commission on Human Rights chairman Etta Rosales; Government Service Insurance System board member Mario Aguio and National Anti-Poverty Commission chairman Joel Rocamora.

Akbayan’s former representative, Risa Hontiveros, is running for senator under the administration coalition.

Bayan Muna, which is fielding Rep. Teddy Casiño for senator, added Akbayan could afford to have a senatorial bet and thus was no longer a marginalized group or representing one.

“If that’s the case, so should Bayan Muna because… Teddy Casiño is running as a senatorial candidate. What is sauce for the goose should be sauce for the gander. That‘s the reasoning that they‘re going to say. But, again, we leave everything up with the Comelec. There are rules as a guide for them whether to disqualify a party-list or to accept it being a party-list—continue being a party-list,” presidential spokesman Edwin Lacierda said.

Lacierda refused to comment further despite having his “own views” because “it’s something that I am not legally qualified to voice an opinion on.”

As regards Black and White Movement also seeking party-list accreditation, Lacierda said “I have a personal preference on that” but, “again, I cannot comment.” Lacierda belonged to the group.

“We leave everything up with the Comelec. I know what Black and White stands for. I believe in the principles that it stands for. But, with respect to whether it should be disqualified or not, there are rules that Comelec will apply and we will respect (that). We will defer to the Comelec on the application of those rules,” Lacierda said.
