Cebu dump fire lasts almost 4 hours

CEBU CITY – Less than two months after a fire hit the place, this city’s sanitary landfill in Barangay Inayawan was on fire for almost four hours Monday dawn.
Mayor Michael Rama said the incident drives home the need for the Cebu City Government to pursue the waste-to-energy facility a private company has offered to implement at the dump site.

Firefighters had to cross the middle of the landfill, a mountain of reeking trash, to reach the fire scene. Some boarded bancas from the South Road Properties to the river near the dumpsite, to reach the scene faster.
Firefighters reached the landfill at 4:48 a.m. after receiving the alarm at 4:34 a.m. They declared the flames under control at 8:05 a.m.
Landfill manager Engineer Randy Navarro believes the fire that broke out at the landfill on Monday was intentional.
Navarro, the assistant chief of the Department of Public Services, said some scavengers are burning the plastic at the landfill to recover rubber tires buried under them. The area where the fire broke out is the site where rubber tires have been dumped because junk shops used to reject them.
Tire trouble?
“Karon ra man na nga dawaton na sa mga junk shops (It’s only now that junk shops have started accepting them),” he said.
Rubber tires are received at junk shops for P10 per kilo. When the City closed the landfill to all forms of dumping last year, the daily income generated by the scavengers from sorting trash dropped from P300 to P100 a day.
Although the facility has already been closed, Navarro said they still allow scavengers to enter its premises since the City’s temporary transfer station is there. That’s where the waste is brought before being delivered to the private sanitary landfill in the town of Consolacion.
Asked if there are no security guards at the landfill, Navarro said there is only one person policing the 15.4-hectare facility.
“So he can’t watch the entire landfill,” he said.
Not the first
In the previous years, Navarro said, the City deployed nine private security guards at the facility but that has been cut short to one by the General Services Office, because its budget is limited.
No property was damaged, but Chief Fire Investigator Fortunato Bucia said they had to put it out to “prevent the fire from spreading all over the landfill.”
Some firefighters had to connect their hoses to reach the site.
Investigators have yet to find out how the fire started.
This is not the first time that a fire broke out at the Inayawan landfill. A fire also hit the area in June this year.
The biggest fire that hit the facility was in 2009. It covered four hectares and lasted for almost one month while the extreme heat caused spontaneous combustion of the garbage.
Asked about the landfill’s fire, Rama, in a news conference on Monday, said there is a need for the City to pursue as soon as possible the waste-to-energy project offered by Greenergy Solutions Inc. (GSI) to the City.
Rama said the project will remove the mountain of garbage at the facility, addressing the fire problem, among others.
Conversion
GSI, an international company, has offered to build a P4-billion waste-to-energy facility at the landfill. It previously said the facility will convert 1,150 tons of waste per day, which will generate 24 megawatts of power.
There are an estimated 1.8 million tons of garbage at the facility for now.
The power that will be generated by the venture, which will be implemented under a 25-year Integrated Waste Management Project, will be sold by GSI to the National Power Corp. at $0.167 or P7 per kilowatt hour.

Construction will be at no cost to the City, but the facility will occupy about four hectares of the 15.4-hectare landfill.
GSI’s proposal has already been endorsed to the Solid Waste Management Board and the City Council’s committee on environment for a report and recommendations.
Rama asked the council on Monday to fast-track the approval of GSI’s proposal so the waste-to-energy project can already start. (PDF/With JBT of Sun.Star Cebu)
