Storm signal no. 2 raised over Isabela, Cagayan

MANILA (Updated 9:15 a.m.) β The weather bureau raised public storm signal no. 2 over the provinces of Isabela and Cagayan on Tuesday as Tropical Storm Helen (international name: Kai-Tak) slightly intensifies and continues to threaten Northern Luzon.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said these provinces are expected to experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours.
Public storm warning signal no. 1 (45-60 kph winds) was hoisted over Quirino, Aurora, Nueva Vizcaya, Ifugao, Mt. Province, Ilocos Norte, Abra, Kalinga, Apayao, Babuyan Group of Islands, Calayan Group of Islands and Batanes Group of Islands.
The weather bureau said that as of 6 a.m. Tuesday, the center of Tropical Storm Helen was located based on satellite and surface data at 325 kilometers east southeast of Tuguegarao City, Cagayan (16.7Β°N, 125.0Β°E).
It packed maximum winds of 75 kph near the center and gustiness of up to 900 kph and was forecast to move west northwest at 15 kph toward Taiwan.
It said the storm is expected to enhance the southwest monsoon that will bring rains over Luzon and the Visayas, especially over the western section.
Residents living in low-lying and mountainous areas under public storm warning signal numbers 2 and 1 are alerted against possible flash floods and landslides.
Likewise, those living in coastal areas under public storm warning number 2 are alerted against big waves or storm surges generated by the tropical cyclone, Pagasa said.
Pagasa said βHelenβ carries about 15 to 35 millimeters (mm) of rains per hour (heavy-torrential) within its 500-kilometer diameter coverage.
The weather bureau said that intermittent light to moderate rains (2.5-7.5 mm/hr) are now affecting Central and Southern Luzon becoming more frequent moderate to heavy rains (7.5-10.0 mm/hr) Tuesday over Camarines provinces, Quezon province, Rizal, Bulacan, Pampanga, Laguna, Cavite, Batangas, Mindoro, Bataan, Zambales, Pangasinan, Tarlac and Metro Manila.
Fishing boats and other small sea crafts are advised not to venture out into the seaboards of Central and Southern Luzon and Visayas due to Tropical Storm Helen and the southwest monsoon.
“Helen” is forecast at 120 kms southeast of Aparri, Cagayan by Wednesday morning; and 160 kms north northwest of Laoag City or 230 kms west southwest of Basco, Batanes on Thursday morning.
Meanwhile, in its advisory, Pagasa said the rest of Luzon and Western Visayas will experience cloudy skies with scattered to widespread rainshowers and thunderstorms that may trigger flash floods and landslides.
The rest of Visayas and Mindanao will also experience scattered rainshowers and thunderstorms.
Moderate to strong winds blowing from the southwest will prevail over the rest of the country and its coastal waters will be moderate to rough. (PNA/Sunnex)
