Wednesday classes in Metro Manila suspended
LOCAL government units announced early the suspension of classes for Wednesday, August 8, as the southwest monsoon continues to pound Metro Manila and nearby provinces with strong rains.
All levels in both public and private schools have been suspended in the cities of Manila, Pasig, Marikina, Malabon, San Juan, Navotas, Pateros, Caloocan, Mandaluyong, Paranaque, Las Pinas, Taguig, Pasay, Muntinlupa, Valenzuela, and Makati.
Classes are likewise suspended in Pampanga, Laguna, and Rodriguez in Rizal province.
The state weather bureau said it expects a gradual improvement of the weather by Wednesday.
A red warning signal raised over Metro Manila remains after heavy to intense rainfall (7.5-28.0 millimeters per hour) was observed for the past three hours.
Aside from the suspension of classes, sessions at the House of Representatives will also be suspended on Wednesday.
House Secretary General Marilyn Barua-Yap said session was suspended “to enable our House members to undertake coordinated relief assistance and rehabilitation operations in their respective districts.”
Heavy rains triggered by the southwest monsoon paralyzed most areas in nation’s capital.
On Tuesday morning, Executive Secretary Paquito Ochoa issued Memorandum Circular 33 suspending government work and classes from pre-school to college in the National Capital Region, Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Laguna, Cavite, Rizal and Bulacan.
Memorandum Circular 33-A was subsequently issued eight hours later suspending private offices in similar areas due to threats of massive flooding.
Both directives were issued based on the recommendation of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Among the offices that suspended their operations Tuesday were the United States Embassy, Philippine Stock Exchange, House of Representatives, Senate and all branches of the judiciary in Metro Manila.
President Benigno Aquino III presided over a meeting with disaster officials at the office of the National Disaster and Risk Reduction Management Council (NDRRMC) in Quezon City to oversee ongoing relief operations.
Social Welfare Secretary Corazon Soliman told the President that the Department of Social Welfare and Development has enough funds for extensive relief efforts that it will immediately conduct.
She said that P12.994 million has been set aside for relief operations, while a stand-by fund totaling to P40 million, P35 million of which are goods and P5 million are cash funds, is readily available for consumption.
Energy Secretary Rene Almendras, meantime, warned of electrical outages in certain portions of Luzon and the Visayas regions after the Department of Energy shut down 34 electrical circuits as non-stop rains continue to wreak havoc on the country’s electrical supply chain.
Defense Secretary Voltaire Gazmin, for his part, informed the President that the Armed Forces of the Philippines has deployed 200 rubber boats, 20 trucks and one troop carrier for rescue operations in the National Capital Region and nearby provinces.
The President then directed his Cabinet to exert “maximum effort” to ensure the uninterrupted delivery of basic services to people affected by the floods.
He likewise ordered local government units to deploy their barangay captains to conduct a check or roll call in their areas of responsibility to ensure that all their constituents are safe.
The President also called on the media to join government efforts to disseminate information in times of calamities.
“Pagtulungan natin ang pagpasa ng mass information dahil kayo ang pinaka-conduit para ma-inform sila,” he said at a press briefing following the Cabinet meeting.
He noted that the latest weather forecasting program of Pagasa was now color-coded (yellow, green and red) to depict the intensity of expected rains and its corresponding dangers posed due to the weather condition.
Yellow means flooding is possible in an area with expected rains reaching 7.5 to 15 millimeters. The Green warning means there is a threat of flooding with 15 to 30 millimeters (mm) of rain expected, while the Red alert means that more than 30 mm of rain is expected within one hour and may continue in the next two hours.
The Yellow warning means people should closely monitor the weather patterns, while the Green and Red alerts depict the need for possible evacuation of people affected.
The President said disseminating this information to Filipinos through tri-media would ensure that the people understand Pagasa’s weather forecasting program better and can thus react accordingly.
Presidential spokesperson Edwin Lacierda said Aquino has been intensively overseeing operations of all concerned government offices in the past few days of non-stop heavy rains.
“We thank the media and civil society for their coming together to work with government to ensure all relevant information is immediately cascaded across all channels, traditional and new, to ensure our countrymen receive timely, useful, accurate information,” Lacierda said.
He added that the authorities on the national and local levels are working together to assist the affected communities.
“Pagasa is issuing regular updates, as is the NDRRMC. Please help us get information out by monitoring official channels and sharing information with friends, coworkers, and family,” he said.
“Times like these call for the highest levels of compassion and cooperation. As a people, we have always risen to the challenge; we are doing so, again,” he added.
He commended all those working through the day and night to do search and rescue, rehabilitation and relief, monitoring and alerting.
