CL Prepares For Disaster Season

CLARKFIELD, Angeles City β€” With the typhoon season setting in, government officials met with disaster officials and other stakeholders in Region 3 to prepare for any eventuality with the least number of casualties and a “zero death” target for this year.
The annual convention of Risk Reduction Management Council held at Oxford Hotel in this city the other day was dubbed “Magtapatan Tayo: Handa Na Ba Kayo? (Reality Check; Are You Ready?)” led by Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo and top local government unit (LGU) executives in Central Luzon.
Streamlining the components of safety in times of disasters as pushed in the Tapatan Disaster Preparedness and Climate Change Adaptation roadshow, Robredo declared: “When it (disaster) happens, dapat walang mamamatay (no one should die).”
“If the Seal of Good Housekeeping was our barometer of transparency in the local governance, the SDP (Seal of Disaster Preparedness) will be our standard in determining a disaster-resilient province, city and municipality as it tests their leadership structure and guide to action, operational readiness and innovative practices,” said Robredo.
Under leadership structure and guide to action, LGUs are checked on their compliance to the provisions of Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010 namely having a local DRRM council and office and a well communicated and understood Calamity Contingency Plan.
“We will use all avenues and revenues of the government to protect the lives and properties of the Filipinos. We’re giving the authority to all local executives to use 5 percent of the government fund for calamity expenses whenever a disaster strikes,” Robredo said.
Aside from this, he advocated the establishment of a barangay alert system to involve the local officials in the area in assessing the situation.
“We need the involvement of the barangay officials in monitoring since they are the ones who know the real situation in the localities,” said the DILG chie
