Climate change issues in disaster preparedness programs sought
CLARK FREEPORT — League of Cities of the Philippines (LCP) president Mayor Oscar Rodriguez urged fellow city mayors on Thursday to include issues on climate change adaptation in their disaster preparedness programs.
Rodriguez made this call during Wednesdayโs โTapatan Roadshow in Disaster Preparedness and Climate Change Adaptationโ held at the Oxford Hotel here and attended by various mayors and stakeholders from Central Luzon.
Rodriguez, in an exclusive interview, said disaster preparedness entails taking into consideration the effects of climate change in current weather conditions and current disaster plans of local government units.
โThis seminar is a good venue to share best practices in disaster preparedness from different cities and municipalities in Central Luzon,โ Rodriguez said.
The city mayor said local government units should also take into consideration disaster preparedness in their regular calamity funds for proper budget allocation.
Rodriguez said enough attention should also be given in disaster preparedness to ensure lesser damage to life and property. He said the calamity fund should be used wisely.
The calamity fund is a five-percent allocation of the total projected income of the local government unit for the year.
Under Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2012, the calamity fund should be used for pre-disaster preparedness programs that include training, purchase of life-saving rescue equipment, supplies and medicines, and post-disaster activities.
The seminar was led by Department of Interior and Local Government Secretary Jesse Robredo and featured talks from various government officials and line agency leaders.
Lecturers in the event included Director Josefina Timoteo of the Office of Civil Defense-Central Luzon; Hilton Hernando of Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa); and Noel Lacadin of the Department of Environment and Natural Resources.
Government officials also shared best practices in disaster preparedness and response. The discussion was led by Governor Aurelio Umali of Nueva Ecija, Governor Wilhelmino Sy-Alvarado of Bulacan and Olongapo City Mayor James Gordon.
