Aquino meets US military chief, discusses shoal issue

PRESIDENT Benigno Aquino III had a brief meeting with visiting United States Joint Chief of Staff General Martin Dempsey in Malacanang hours before he left for the United Kingdom and US Monday.
Foreign Affairs Secretary Albert del Rosario confirmed the meeting, saying the ongoing dispute between the Philippines and China over the Panatag Shoal was among the issues discussed.
โ€œThere were some broad discussions on the support of the United States for a peaceful resolution,โ€ del Rosario told reporters during the send-off of President Aquino at the Ninoy Aquino International Airport.
The DFA official refused to confirm if there were commitments made by the US.
โ€œThey continued to say that they advocate a peaceful resolution, that they continue to advocate a pursuit of the validation of claims using Unclos (United Nations Convention on the Law of the Sea), that they also continue to emphasize that there should be no use of force,โ€ he added.
Aside from the shoal issue, there was also discussion on defense and security cooperation between the two countries, said del Rosario.
โ€œThere was a reiteration of assistance and support for our desire to achieve a minimum credible defense posture,โ€ he said.
Del Rosario said Dempseyโ€™s visit was just part of his regular visit to countries allied with the US.
He noted that this was the first time the US military chief visited the Philippines.
Asked if China should see the visit as a threat, he answered โ€œI don’t know, you have to ask him (Dempsey).โ€
Del Rosario dismissed reports that Chinese have already occupied the Scarborough Shoal but admitted there was still Chinese presence in the area despite the imposition of fishing ban.
He said the Philippines is in constant communication with China as far as the pullout from the shoal.
โ€œWe’re trying to come up with a solution to that problem. As I said the bilateral consultations continue,โ€ del Rosario said.
Presidential spokesperson Edwin Lacierda, who was also present during the meeting, said the meeting lasted for only about 20 minutes since the President had to prepare for his trip abroad.
He said Dempsey was accompanied by US Ambassador Harry Thomas while other Cabinet officials present were Defense Secretary Voltaire Gazmin and Executive Secretary Paquito Ochoa.
President Aquino earlier said he will raise the issue in the West Philippine Sea with British Prime Minister David Cameron and US President Barack Obama during his scheduled bilateral meetings with the two leaders
