Aquino’s House allies asked to revive SCTEX probe
ANGELES CITY — A fishermen alliance has challenged President Benigno Aquino’s allies in the House of Representatives to revive the “unconcluded investigation on the controversial Subic-Clark-Tarlac Expressway (SCTEx) project”.
The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) issued the statement a day after Malacañang Palace spokesperson Abigail Valte announced to the public that the President will not sign a waiver that would open his bank accounts to public scrutiny.
In a press statement, Pamalakaya vice chair Salvador France asked party mates and allies of the President to reopen the congressional inquiry on the expressway project which the Pamalakaya official said failed to reach a conclusion.
“In the name of truth and accountability, we ask the Liberal Party and other allies of President Aquino from other political parties to resume the investigation. If President Aquino really wants to clean the government, then he should order Congress to revive the investigation on SCTEX and submit himself to honest-to-goodness probe in aid of legislation,” France stressed.
“To be brutally frank here, we strongly believe Mr. Aquino has something to do with the grand corruption pertaining to SCTEX corruption scandal. If he has nothing to do with the overpricing and machinations that led to the leap bound hike in the price of Hacienda Luisita land from P 40,000 per hectare to P 1 million per hectare, then by all means he should come clean and let Congress and other independent bodies to probe him,” said Pamalakaya.
Pamalakaya maintained that portioned of Hacienda Luisita through which the SCTEX passed was realigned to make it pass through the sugar-estate controlled by the family of the President.
The militant group asserted that Hacienda Luisita was paid by the government for P80 million for the right of way for 83 hectares of land that was made part of the expressway.
Pamalakaya said the administration of former President Gloria Macapagal-Arroyo spent taxpayers money for an overpriced property by P92 per square meter.
Pamalakaya recalled the government paid P100 per square meter, where the actual sale of farmland at the time of selling was only between P6 to P8 per square meter. The group said the overpricing was confirmed by no other than the Department of Agrarian Reform (DAR) during a congressional hearing.
The militant group said on top of the P80 million, the Arroyo government also spent taxpayers money amounting to P170 million to construct a road interchange which linked Luisita private road to SCTEX.
Pamalakaya recalled that the still unconcluded House committee investigation confirmed that President Aquino, then a congressman and House Deputy for Luzon used his influence as a congressman in 2004 to have the original route diverted to Luisita which at that time was largely inaccessible. The same inquiry asserted that Aquino stood as the proponent of the SCTEX project that directly benefited his family.
The congressional hearings then pointed out that Aquino’s interference in the SCTEX project through Hacienda Luisita paved way to increase the original cost of the expressway project from P18.7 billion in 1999 to P21 billion in 2004. At the time SCTEX project was done, its cost ballooned to a whopping P32.808 billion, or almost doubled of its original price.
