Clark president back to work

CLARK FREEPORT — Clark International Airport Corporation (CIAC) president Victor Jose I. Luciano has reported back to work after going on a 90-day voluntary leave of absence, following allegations of his involvement in a cable theft case inside the Diosdado Macapagal International Airport.
During the groundbreaking rites for the construction of an aviation school inside this Freeport Tuesday, Luciano reiterated that the Office of the Transportation Security (OTS) under the Department of Transportation and Communications (DOTC) has cleared him on the case.
According to Luciano, the OTS said there was no evidence against him to support the allegation that he was involved on the theft of the cable lines from the airport.
โ€œThe OTS acted on their own during the conduct of their investigation,โ€ Luciano said.
The OTS stated in its memorandum dated November 14, 2011 that the security and safety of the airport is not compromised because of the missing cable lines.
Airport officials earlier told the Civil Aviation Authority of the Philippines that the alleged missing cable lines are not back-up system of the runway, taxiway, and the entire airfield.
The missing cables are power lines that could be utilized as spare lines for the Eastern portion of the airport perimeter, Luciano earlier said.
However, CIAC Vice President for Operations Reynaldo Catacutan has questioned the coming back of Luciano to his position saying it was not yet confirmed by the CIAC Board.
According to Catacutan, Lucianoโ€™s resumption of office requires a confirmation from CIAC board.
โ€œHe (Luciano) should get a confirmation from the board first because his leave [of absence] was confirmed by the board,โ€ Catacutan said.
But Luciano said there is no need for him to secure a confirmation from the CIAC board because his leave is voluntary in nature.
