Aquino urged to certify FOI bill as urgent

PRESIDENT Benigno Aquino III’s should certify as urgent the freedom of information (FOI) bill to ā€œmake up for the precious time lost due MalacaƱang’s dilly dallying on the measureā€, a progressive party-list lawmaker said Thursday.
Bayan Muna Representative Teddy CasiƱo, one of the main authors of the pending measure in Congress, said that while President Aquino’s support for the FOI bill is lauded, it was also the Executive that stood as the ā€œbiggest stumbling blockā€ in its approval.

Presidential Communications Group Undersecretary Manuel Quezon III earlier announced that Aquino has approved the version he and the FOI study group drafted.
While Aquinoā€™s instructions were to ā€œpush aheadā€ with the measure, Quezon could not say whether the President will certify the measure as urgent.
ā€œWith MalacaƱangā€™s assurance that it is now fully supportive of the bill, the President should now certify it as urgent so Congress can pass it immediately. I think we can pass this in a month if the President and his allies are really sincere about it,ā€ CasiƱo said.
House committee on public information chairman Ben Evardone said that with MalacaƱangā€™s position, the FOI bill could be approved in the committee level by February. Upon the bill’s approval in the committee level, it will still need to hurdle second and third reading approval. The same goes for the version filed in the Senate.
Evardone further said that while a marching order from President Aquino on the FOI bill will help, ā€œit is no longer necessaryā€.
CasiƱo however expressed concern that the Palace draft may still contain too many exemptions so as to render the law ineffective and toothless.
ā€œIn any case, the House should not feel bound by the Executiveā€™s draft. We should pass a bill that will serve the interest not of MalacaƱang but of the people,ā€ he said.
Zambales Rep. Mitos Magsaysay, a critic of the Aquino administration, said that the approval of the FOI bill could prove to be the solution to end anomalous transactions in government and hold accountable those who violate public trust.
ā€œThe Freedom of Information will give Filipinos the freedom to decide on the issues based on actual fact, and not black propaganda or endless accusations of politicians. Letā€™s support the passge of this bill, but not the watered down version being pushed by some,ā€ she said without elaborating. (Kathrina Alvarez/Sunnex)
