MMDA to strictly impose tagging system Monday
THE Metropolitan Manila Development Authority (MMDA) said it will strictly impose starting Monday the manual tagging system for public utility vehicles plying the streets of the capital.
MMDA Chairman Francis Tolentino said, however, that there will be minor modification in the tagging scheme, adding that for Asian Utility Vehicles (AUVs), their plate numbers would only be painted on the roof and not on the front, back and sides of the vehicle.
Tourist buses will be exempted for the tagging system as, Tolentino said, MMDA will utilize Radio Frequency Identification Device or RFID in these vehicles, similar to provincial buses with terminals in Metro Manila.
Tolentino said the agency’s personnel will be on the look-out for violators of the scheme, adding that aside from fines, the agency can also recommend to the Land Transportation Franchising and Regulatory Board (LTFRB) the cancellation of franchise for repeat offenders.
“On Monday, our enforcers will start apprehending AUV, FX, shuttles and vans without the color-coded license number on the roof, back and side of the vehicles,” the official said, adding violators will be meted a P500 fine for the first offense.
He said the scheme would make it easier to take note of vehicles’ plate numbers during accidents, while at the same time helping authorities get rid of “colorum” or out-of-line public utility vehicles (PUV).
Likewise, with the vehicle tagging, the agency said public safety and security is enhanced as law enforcement agencies such as the Philippine National Police (PNP) can monitor and track down marked PUVs during emergency situations.
The National Capital Regional Police Office (NCRPO) has its own set of closed-circuit television (CCTV) cameras all over Metro Manila for surveillance and monitoring purposes.
The scheme was approved by the Metro Manila Council (MMC) last February as a re-implementation of MMDA Resolution 02-27 series of 2002, which authorized the agency to implement vehicle tagging for all registered and franchised public utility vehicles (buses, jeepneys, GT and Asian Utility Vehicles, taxis, school buses, tourist shuttle buses and cargo trucks) plying major and secondary thoroughfares on the metropolis.
Vehicle tagging means the painting of the license plate numbers on the roof, front, back, and two sides of the PUVs using a color scheme for easy classification.
Also on Monday, the MMDA will start the implementation of the moratorium on all road excavations, diggings and even road re-blocking in all thoroughfares in Metro Manila so as not to further exacerbate traffic problems due to the Holiday rush.
The moratorium would last until January 2.
But Tolentino said MMDA would exempt from the moratorium the ongoing construction of the multi-million peso Araneta underpass in Quezon City being undertaken by the Department of Public Works and Highways (DPWH) as well as any repair works due to water pipe leakage.
As to the repair of the Buendia flyover in Makati, Tolentino said he was informed by the DPWH that they would not be done with the works on December 15 as originally scheduled, but added that the department would comply with the moratorium and instead proceed with the repair by January next year.
To ease traffic problem in the area, he explained that motorists can use the flyoverโs south-bound lane on a two-way basis.
The flyover was closed for weeks in May after it underwent a major rehabilitation. However, after its reopening, the asphalt overlay on the structure started to peel off in several portions.
The moratorium Tolentino said is needed as they expect an increase in the volume of vehicles and pedestrian traffic during the Christmas season, especially on roadways or areas leading to shopping malls and department stores.
The moratorium includes any digging in the road right-of-way, including passageways and sidewalks, within the cities or municipalities of Metro Manila for the installation, repair, or improvement of water pipes, telephone or telegraph wires or cable conduits, sewers and drainage systems, communication and power line improvements being undertaken by any government agency, public and private contractors.
Under MMDA Ordinance No. 2 Series of 1991, violators of the said prohibition will be meted fines of not less than P3,000 but not more than P10,000, or imprisonment of not less than 30 days but not more than six months, or both fine and imprisonment as decided by the court. (AH/Sunnex)
