Robredo: Oppose legislative measures without funding

CITY OF SAN FERNANDO – Department of Interior and Local Government Secretary (DILG) Jesse Robredo on Wednesday urged local chief executives to oppose new legislative measures giving additional responsibilities without providing appropriate funds.
โDapat tutulan na natin ang lahat ng batas na nag-uutos sa atin ngunit hindi nagbibigay kaukulang pondo,โ Robredo said in front of provincial and local government officials in an interfacing held at the Benigno Aquino Hall at the Capitol compound here.
โKung titingan po natin, isang bagay lamang po ang nakikita natin. Ang kakulangan po ng ating pananalapi,โ Robredo said.
Robredo cited some of the laws enacted by Congress without clear provisions as to source of funds. Some of them, according to him, are the Magna Carta for Health Workers and Magna Carta for Social Workers.
โKapag mayroong humihingi ng legal opinion sa department, ang una kong tinatanong ay kung mayroong pondo. Kung wala, hindi na,โ he said.
Floridablanca Mayor Eddie Guerrero lamented to Robredo that while the National Government is set to reduce the Internal Revenue Allotment next year by 4.8 percent, there is a need to increase the salaries of municipal employees.
โPinapalinis sa amin ang mga kailugan ng National Government pero hindi na naman nagbibigay ng pondo para rito,โ Guerrero said.
Robredo told municipal mayors that the National Government will augment funds in support to the given additional loads. However, he said, this is not in the form of budgetary assistance.
