Lawmaker lauded for approving early voting for media

ITY OF SAN FERNANDO — An official of the Pampanga Press Club (PPC), one of the oldest press organizations in the country, on Sunday lauded members of the House of Representatives for approving on third and final reading a bill that would allow legitimate members of the media to vote earlier in order to perform their duties more effectively during Election Day.
Chris Navarro, chairman of the Pampanga Press Club and president of the Capitol Press Corps, said the approval of House Bill 4241 authored by representatives Marcelino Teodoro (1st District, Marikina) and Teodoro CasiΓ±o (Bayan Muna Partylist) is a welcome development for members of the Fourth Estate.
Navarro said the HB 4241 is long overdue, saying that for a number of years, media men from print, television, radio and the internet β who have long been serving the public by being the watchdog of society especially in time of local and national elections β have failed to cast their votes during elections.
“HB 4241 is a welcome development for our brothers and sisters in the Fourth Estate, since we no longer need to sacrifice our right to suffrage in the performance of our duties during the elections. Many times we have covered different events that have shaped our country and community through local and national elections, yet some of us have not used the right to vote,” Navarro said.
Navarro also made an appeal to members of the Senate and to President Benigno Aquino III to support House Bill 4241, saying this will greatly benefit members of the working media in exercising their rights to vote, at the same time performing their duties in covering elections.
Under HB 4241, a qualified member of the working media could vote during office hours within 14 working days before the day of the elections in the Office of the Municipal or City Election Registrar where he/she is registered.
All Filipino Citizens, 18 years old and above, are accorded the right of suffrage in, which the state ensures opportunity to all in order to exercise their fundamental right.
The right covers special cases where citizens, carrying out public services, cannot cast their votes on elections day.
Representative Teodoro in a statement said that during elections day, media practitioners are the source of election updates and at the same time watchdogs, exposing different images of election abuses.
“Thus, many qualified members of the media are deprived of their right to suffrage because of the lack of opportunity due to their work assignments, away from their place of registration on election day,” Teodoro said.
HB 4241 provides that 30 days before the election, officers of media establishments shall submit to the Commission on Elections (Comelec), a list of members of their staff who will be assigned away from their polling place and will not be able to vote on the day of the election but desire to exercise the right to vote.
The bill requires media practitioners who have been verified by the Comelec and who are registered voters to submit an accomplished application form for early voting.
The co-authors of the bill are representatives Antonio Tinio (ACT-Teachers), Neri Javier Colmenares (Bayan Muna), Raymond Palatino (Kabataan), Emerciana de Jesus (Gabriela), Luzviminda Ilagan (Gabriela) and Rafael Mariano (Anak Pawis).
