Police commended for arrest of Tacurong blast suspect

MANILA — Malacaรฑang on Thursday commended the Philippine National Police (PNP) for the immediate arrest of one of the suspects in the car bombing in Tacurong City, Sultan Kudarat.
“It’s always pleasant for us to have an investigation with results immediately produced. That shows the determination of the PNP to properly enforce peace and order,” presidential spokesman Edwin Lacierda said.
Police arrested Datu Karim Masdal, suspect in the car bomb attack against Maguindanao Governor Esmael Mangudadatu that left two people dead and six others wounded. Mangudadatu survived the attack.
Lacierda said they are expecting for the immediate result of the investigation on Masdal’s role in the incident. The probe will be conducted by the PNP and the Department of Interior and Local Government (DILG).
Masdal, a resident of Macasampang, Guidolongan, Maguindanao, is facing double murder and multiple frustrated murder charges. He was the last person spotted driving the vehicle used to bomb the convoy of Mangudadatu.
Malacaรฑang earlier condemned the attempted assassination of the Maguindanao governor, saying such attack could only “serve the ends of the enemies of peace, stability, and prosperity in the Autonomous Region in Muslim Mindanao.”
The PNP ruled out terrorism as one of the motives in the car bombing.
“It is an attack on the person of Governor Mangudadatu… for now, other motives have been ruled out,” said acting PNP chief Deputy Director General Nicanor Bartolome said.
The PNP believes in the “personal motive” angle unless “compelling reasons like new evidences are gathered” to say otherwise, he added.
Bartolome made these remarks after Sultan Kudarat police filed murder and frustrated charges against a certain JR Reyes and another person for the bombing.
Central Mindanao Police Director Benjardi Mantele said they were able to establish the facial illustration of Reyes through the so-called computer composite criminal illustration system.
“That’s the modern counterpart of the traditional artist sketch,” he said, adding that workers of the taxi company in Davao City provided investigators with the suspect’s facial details.
Reyes, allegedly from Cotabato City, owns the KIA Avella sedan that was used in the attack. He allegedly bought the car that was laden with the improvised explosive device that went off Monday from the taxi company.
Reyes has yet to be accounted for by authorities despite releasing a sketch of him Wednesday.
Mantele said the name provided by the suspect to the taxi company could be an alias, noting that they checked the records of the Social Security System, Commission on Elections and the Land Transportation Office but nothing matched JR Reyes.
“If he is the real one, he should have come out and clear his name, or explain that the car may have been stolen or borrowed by someone,” he added.
No JR Reyes has surfaced until now.
“Apparently, the name JR Reyes must have been fictitious,” Bartolome said.
The other suspect, whose name police have yet to release as of press time, was reportedly seen at the site shortly before Reyes’s car exploded.
“There is a witness, in the immediate vicinity of the blast site, who pinpointed or identified this suspect to be the one that left the KIA Avella before the explosion,” Bartolome said.
Two counts of murder and six counts of frustrated murder were filed before the fiscal’s office, Senior Superintendent Danilo Peralta, Sultan Kudarat provincial police director, said in a phone interview.
Mantele said they will disseminate the picture of Reyes in public places and the media for the people to give possible leads to his whereabouts.
He said people who have leads but are afraid to come out may just secretly relay their information to the police.
Bartolome, meanwhile, advised Mangudadatu to be more careful and coordinate his trips to authorities following the attack.
“The governor has his own schedule so perhaps what is best for him to be careful. He can coordinate closely with the PNP and the Armed Forces so that wherever he goes there will be area security,” he said.
Mangudadatu earlier claimed he was the target of the bomb, adding political rivals and not terrorists staged the attack.
The car bomb exploded just as the governor’s convoy was passing by.
Mangudadatu was spared from the attack as his van was bullet proof.
Killed in the incident were Rocky Pareรฑa, a tricycle driver, and Maguindanao Provincial Board Member Datu Rusman Sinsuat Sr., who died in a hospital.
Sinsuat was with the governor in the convoy, but was onboard the third vehicle that was hit by the car bomb.
His son, Datu Rusman Sinsuat Jr., was wounded and his foot was reportedly amputated.
Also wounded in the blast were Bebot Lauban Barabarang, Noble Abdulah, Mabang Antonio Algaba, Richard Sonza, and Robert Formacion. (Jill Beltran/VR/Bong S. Sarmiento/Sun.Star Davao/Sunnex)
