13 families in 2 Cebu villages told to leave homes

CEBU CITY — Thirteen families in Barangays Guadalupe and Kalunasan in Cebu City were ordered to leave their homes due to landslides that occurred Wednesday night.
The road in Sitio Baksan, Barangay Sapangdaku was not passable because cracks appeared on it. The Sitio Baksan road is connected to Sitio Sandayong, Barangay Guadalupe, where a landslide occurred, endangering six families.
In Barangay Tisa, a state of calamity was declared with reports of flooding in seven sitios following heavy rains last July 21.
In Talisay City, a woman was injured and almost a hundred houses lost electricity when a twister hit Sitio Caniba, Barangay Cansojong last Wednesday night.
Cebu City Michael Rama said he is thinking of suspending all quarry operations and upland property developments, not only Monterrazas de Cebu.
Prudence
He ordered the Office of the Building Official and the City Planning and Development Office (CPDO) to be more prudent in issuing permits to property development projects.
He called for a meeting with concerned agencies on Thursday to address problems like floods and landslides, as Cebu and the rest of the country are set to experience more rains.
Cebu City Local Disaster Risk Reduction Management Office (LDRRMO) ground commander Molly Guarin said they have ordered one house in Sitio Sandayong, Guadalupe demolished because it was part of a slope that slumped after heavy rain last Wednesday.
The LDRRMO ordered occupants of five other houses nearby to evacuate and live with relatives as they were located on unstable ground.
The road in Sandayong has become impassable. Rama led a team to inspect the area Thursday night.
Crack
Guarin said the crack on the road in Sandayong reached Sitio Baksan, Barangay Sapangdaku.
In Barangay Kalunasan, seven families living in Block 7, Sitio Central Lareha were also ordered to leave their houses that were located on an unstable slope.
Kalunasan barangay captain Nunilon Monares Jr. said a toilet in the area fell during a landslide.
Monares said the disaster team of the barangay is on alert.
Rama said he wants to discuss the problem with the Department of Environment and Natural Resources (DENR), Department of Public Works and Highways (DPWH) and the Cebu City Department of Engineering and Public Works (DEPW).
Flood
He said he does not want his administration to be blamed for any tragedy.
In Tisa, barangay captain Eduardo Cabulao Jr. said Sitios Tambisan, La Paloma, Luba, Rocky Hills Subdivision in Lower Phase III, Rivaridge Subdivision, Sta. Teresita Village and Purok Sambag were flooded last week.
“A drainage project in the concerned areas has to be implemented. However, conflict between two associations hindered the development of the project,” said Councilor Roberto Cabarrubias.
Cabarrubias presided over a meeting with Tisa, CPDO, DEPW and the Management Information and Computer Services-Geographic Information Services.
About 78 hectares in the hillylands of Barangay Tisa form part of the phase three development of Monterrazas de Cebu. Although the developer of the upscale subdivision has not started the third phase of the project, floodwaters in Tisa carried limestone rocks.
Conference
Environmental Management Bureau (EMB)-Central Visayas Acting Chief Alan Arranguez said he will call Court of Appeals Association Justice Portia AliΓ±o-Hormachuelos and Genvi Development Corp., developer of Monterrazas, to a technical conference next month.
Hormachuelos asked the EMB, a line agency of the DENR, to investigate Monterrazas and the floods that it allegedly caused on low-lying areas in Barangay Guadalupe.
Arranguez said the EMB will review the environmental impact management plan of the subdivision project, not the environmental compliance certificate (ECC).
He said the ECC, issued in 2007 for Monterrazas, was not revoked. He could not say, though, if the project violated conditions in its ECC.
William CuΓ±ado, EMB-Central Visayas environmental impact assessment unit chief, said the agency is inclined to support Rama’s move to suspend work at Monterrazas following floods in Guadalupe.
Angelita Daan, 45, had just finished cooking dinner around 8 p.m. last Wednesday. When she got out of her house Sitio Caniba, Barangay Cansojong to beckon her children to eat, a strong twisting wind struck her. Daan fell and suffered bruises in the body.
She noticed that a gemelina tree, situated a few meters from her kitchen, fell and destroyed her kitchen.
The wind also toppled an electric post and cut off power in the area.
Barangay Councilor Vicente Oberez said they will ask the Department of Social Welfare and Development for assistance for the Daan family.
Last week, a lightning also struck the place but only a coconut tree was hit. (JGA/BAP/JBT/Sunnex)
