DOST official defends Pagasa

DEPARTMENT of Science and Technology (DOST) Undersecretary Graciano Yumul on Thursday maintained that the state meteorological agency had been issuing up-to-date weather bulletins even before a low pressure area (LPA) in the Philippine Sea developed into tropical storm Juaning.
Yumul was defending the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) from criticisms that it failed, for one, to give accurate and timely weather forecasts on Juaning, resulting in casualties in Bicol Region in the eastern part
of the country.

President Benigno Aquino 3rd on Wednesday said that he wanted Pagasa investigated over allegations that it was to blame for the devastation of many provinces in the Bicol region, particularly Albay, which was reported to have suffered the most for the tropical storm.

Gov. Joey Salceda of Albay, had claimed that Pagasa on Monday failed to issue the correct storm warning signal in his province even when the area was already experiencing the severe impact of Juaning.

The governor said that the state weather bureau only hoisted Storm Signal No. 1 over Albay on late Monday afternoon, but heavy rains and winds had been battering the province early that day.

But Yumul also maintained that Pagasa has been complying with the protocol of the disaster risk management committee wherein all weather bulletins are immediately forwarded to the Office of Civil Defense (OCD).

He said that apart from the Pagasa website and social networking sites, where the public could access weather updates, the agency also has hard copies of the weather bulletins, which are forwarded to the OCD.

โ€œThe OCD has the mandate and responsibility to send the information to local government units down to the barangay (village) level,โ€ Yumul added.

On the supposedly inaccurate issuance of the storm warning signal, he explained that Pagasa was following standards of the World Meteorological Organization (WMO), which bases its storm signal warning on the strength of the stormโ€™s winds, not the volume of rain.

Yumul, however, said that he would personally go to Albay and discuss the issue with Salceda.

He added that the dialogue was important to identify lapses and prevent similar incidents from happening in the future.

The DOST official said that the capability and performance of Pagasa has greatly improved compared to last year, because of President Aquinoโ€™s support to improve the agency.

At present, Pagasa has four functioning Doppler radars, which are being used to accurately determine the volume of rainfall in a particular area.

The radars can be found in Subic, Baguio City, Baler province and in Hinatuan town in Surigao del Sur province.

Six more radars will also be installed in other parts of the country including one in Virac, Catanduanes province and is expected to be completed this year.
