Group welcomes Sona with protest

CITY OF SAN FERNANDO — A human rights group based in Pampanga has welcomed the State of the Nation Address (Sona) of President Benigno Aquino III with a protest.
Human Rights Defenders in Central Luzon (Defend-CL) staged a rally before the Provincial Trial Court on Monday a few hours before Aquino delivered his speech.
About 60 members of the group held placards that read, “Ipatupad ang Anti-Torture Law” and “Hustisya para sa mga biktima ng torture,” among others.
Aurora Broquil, vice chairman of Defend-CL, said the protest is a symbol of their call to Aquino to implement the Anti-Torture Law, which was passed during the term of former President Gloria Macapagal-Arroyo.
“It’s a challenge to his leadership to implement this law. Until now, human rights cases are not given priority,” Broquil said.
Broquil called on the President to hasten cases on human rights violations.
“He seems to be forgetting torture cases when his father himself was a victim of torture,” Broquil said.
Earlier, Amnesty International evaluated the performance of Aquino in resolving human rights violations in the country as “slow”.
Rio Monge, Defend-CL information officer, said the anti-torture law states that local courts should file charges to perpetrators of human rights violations within 60 days. However, she said such provision is not being followed.
“In fact, a year after the first torture case in the Philippines was filed before the local court, nothing has happened until now,” Monge said.
The first torture case was that of Lenin Salas and company who was arrested in Barangay Sindalan here on August 2010 for accusations of rebellion.
Salas and four others were believed to have experienced water cure, electric torture and physical abuse, among others, from members of the Philippine National Police.
Fanny Salas, mother of Lenin, said she was quite disappointed by the slow progress of her son’s case.
Provincial Prosecutor Jesus Simbulan has accepted a letter from the group, which asked for speedy trial of the Salas.
Simbulan said there will be developments to the case in five days.
