Miriam: Congress should hold fewer investigations
CONGRESS must hold fewer inquiries on scandals while the executive branch should take over investigating and prosecuting corruption cases, Senator Miriam Defensor-Santiago said Monday.
“Congress takes forever to investigate anomalies. We lose a lot of time, because the senators and representatives are fishing for evidence. Some of them also try awkwardly to burnish their image in front of the TV cameras,โ she said.
Instead, Santiago said, the President should give the Office of the Ombudsman no more than a year to clear its backlog of corruption cases. She explained that without a deadline, President Benigno Aquino III’s drive against corruption will be unsustainable.
She said the Department of Justice should appoint special prosecutors to help the Ombudsman resolve pending cases. Priority should go to criminal cases discovered recently.
She gave the example of alleged misuse of the charity funds of the Philippine Charity Sweepstakes Office and military corruption probed by the Senate earlier this year.
She added the President should appoint a โmuscular, adrenaline-packedโ nominee to hold the seven-year post of Ombudsman because of the volume of cases.
The Judicial and Bar Council has sent the President a short list of nominees to head the Office of the Ombudsman.
Among the nominees are former Supreme Court justice Conchita Carpio-Morales, former Justice Secretary Artemio Tuquero, Justice Undersecretary Leah Tanodra-Armamento, Presidential Commission on Good Government Commissioner Gerard Mosquera. (Jonathan de Santos/Sunnex)
