Zero waste to energy facility to rise in Pampanga
LUBAO — A facility that will have a capacity to process waste to green energy or electric power will soon rise in a five-hectare land in Barangay Santa Catalina here.
Provincial Environment and Natural Resources Office (Penro) chief Art Punsalan said Monday that the facility can accommodate 800 metric tons per day, almost commensurate to the daily output of 1.5 metric tons of each of the province’s 500-plus barangays.
He said the first phase of the project, worth some US$50 million, is being undertaken by The MacKay Group, an independent power producer (IPP) in cooperation with the Provincial Government and Pampanga Green Management.

“The project is supported by the Sangguniang Bayan (Municipal Council), Provincial Board and the Pampanga Mayors’ League. It is a first in the province and once all the requirements are completed by the Mackay Group, we are looking at its full operation earliest during the first quarter of next year and the latest at the second quarter. The project will start August this year,” Punsalan told Sun.Star Pampanga.
He added that the project has three phases, in which the first phase will take on household waste, and then green and industrial waste next.
“Our counterpart here is to provide the area. Initially, five hectares is needed but we are looking into more or less 24 hectares all in all for the IPP to produce the power, which they will in turn sell to providers and distributors all over the province. For those who would use the facility, there would be no tipping fee,” he said.
Punsalan said that Capitol and local officials, board members, non-government organizations and agencies like the Department of Environment and Natural Resources welcomed the project.
“Once realized, the first-ever zero-waste-to-energy facility in the country will become a legacy of the administration of Governor Lilia Pineda and Vice Governor Joseller Guiao since it is a major breakthrough and we are all witnesses and part of it,” Punsalan said.
He said the governor and vice governor were both happy of the project, considering that it will not only help solve the garbage problems and enhance solid waste management, but “will also work for our environmental protection program since the IPP has professed its willingness to plant trees and mangroves.”
“It will really be a legacy once realized,” he said.
