Group: ‘Aquino admin shown little progress’

CITY OF SAN FERNANDO — An international human rights organization said President Benigno Aquino III’s administration has shown little progress in addressing human rights violations in the country.
Aurora Parong, director of the Amnesty International (AI) in the Philippines, said prosecution of perpetrators of human rights abuses are still not a priority of the President.
“His administration has shown little progress, slow and at times inconsistency in addressing human rights violations in the country,” Parong said in a press conference here.
Human rights violations include torture and extra judicial killings.
Based on the AI’s assessment, out of the 26 human rights action points, Aquino’s fare is as follows: significant improvement – zero; some progress – 2; little change – 8; stagnant – 8; failed – 7; and regressed – 1.
This assessment is included in a briefing released by AI on June 30 titled, “Progress, Stagnation, Regression, Regression? The State of Human Rights in the Philippines Under Aquino.”
The 18-page briefing examines the Aquino administration’s progress on the 26 key human rights recommendations.
Aquino’s administration was assessed based on the President’s performance on curbing political killings, enforced disappearances and torture.
AI found out that the Aquino administration failed to establish accountability over the state security forces, including paramilitary groups, and has not made enough progress in disbanding and disarming private armies, and in ensuring justice for victims of human rights violations.
“We still do not know what lies ahead for the victims of human rights abuses and their families. After a full year in office, it is time for President Aquino to give attention to human rights that is necessary for the respect and protection of the right to life and freedom from torture,” Parong said.
In Central Luzon alone, there were 83 recorded cases of human rights violation.
The cases were documented by Defend-Central Luzon Chairperson and former governor Eddie Panlilio along with Kilusan Para sa Pambansang Demokrasya Chairperson Aurora Broquil.
These cases include that of Lenin Salas, who police authorities alleged to be a communist rebel.
Parong suggested that Aquino should create a Presidential Accountability Commission to ensure investigation and expedient prosecution of cases of political killings, enforced disappearances and torture.
“This kind of commission will ensure that adequate attention is given to investigation and prosecution of alleged perpetrators of those who disappeared, tortured and killed in the first year of the Aquino government and those killed about a decade under the Arroyo government,” she said.
