CLARK FREEPORT — Clark International Airport Corporation (CIAC) president Victor Jose Luciano urged recently the company’s employees to move forward, saying “the tasks ahead for Clark airport are big.”
“Let us leave the past behind,” he said following an Ombudsman order affirming his stay in office.

The Office of the Ombudsman earlier denied the motion of Candaba Mayor Jerry Pelayo and other officials here to suspend Luciano from office in connection with the controversial donation to Aetas of dilapidated buildings inside the aviation complex.
“I am relieved and thankful that the truth has come out. It is a humbling experience and I bear no grudges or bitterness against anyone,” Luciano said.
“I ask that we all work together now for Clark, for the region, and for the country. We are Christians and we must live by example over our constituencies,” he added.
The Office of the Ombudsman found out that CIAC management followed processes based on directives from Malacañang.
The Ombudsman also stated that the CIAC fact-finding committee is “not competent” to determine whether questioned buildings were serviceable or not.
The committee was organized to conduct investigation regarding the alleged irregularity in the donation and demolition of old buildings inside the aviation complex.
Acting Ombudsman Orlando C. Casimiro noted that the CIAC management led by Luciano and other CIAC managers “merely followed legal processes as shown by the corresponding endorsements of CIAC management and their own COA resident auditor.”
The old dilapidated buildings were donated to the Bamban Aeta Tribal Association.
The Aeta associations have acknowledged the donations of the unserviceable buildings that had been used in buying food and medicine for their members.
Some of the proceeds were also used in the improvement of their school and day-care centers.
“The complainants and members of the Fact-Finding Committee are not experts and competent in determining whether or not the questioned buildings were still serviceable/usable,” the decision stated.
The fact-finding committee was composed of former CIAC Chairman Nestor Mangio and Board Members Rafael Angeles and Jess Nicdao.
Demolition permits were also issued by the Clark Development Corporation’s Building, Utilities and Regulatory Department upon the endorsement by CIAC management and the Commission on Audit’s resident auditor that the old buildings were beyond repair.
The Ombudsman also stated that “the pieces of documentary evidence presented by the complainants do not establish that the guilt of the respondents on the alleged administrative infraction/charge against them is strong.”

There are numerous opportunities for investments between US$100,000 and $500,000. These opportunities are especially attractive for semi-retirement lifestyles. The best, easiest and safest way to go about with this kind of investments is to deal with an existing business – a locator as business in Clark is called – so the investor is spared of the hassle of dealing with red-tape and bureaucracy that is always present in third-world countries. The existing locator has already cleared the path so to speak and even if it means asking for small premium for a partnership, it is very much worth the while of a new investor to take this route. Business opportunities depend largely on the skills, interests and experiences of the investors but there is a strong demand for more establishments in these areas: entertainment, shops, office space, construction and engineering services, restaurants and bars, transportation and travel assistance.
