Business group: Non-banking day disruptive for business

CITY OF SAN FERNANDO โ€” The Pampanga Chamber of Commerce and Industry expressed concern on the holding of a non-banking day Wednesday by some banks in the province, adding the group is puzzled with the move as June 15 has not been declared as an official holiday.

PamCham president Jim Jimenez cautioned that the banking sector should be careful in declaring non-banking days based on policies and regulations set by the government.

To recall, news reports about the alleged Provincial Government’s declaration of June 15, the day Mt. Pinatubo erupted, as a holiday has led some local banks to declare a non-banking day in the province. This year marks the 20th anniversary of the volcano’s eruption.

A bank official who requested anonymity told Sun.Star Pampanga that the bank’s decision was based on an internet clipping and a report from a national broadsheet, which stated that the Provincial Government of Pampanga has “formally declared” June 15 of this year as a special non-working holiday in the province. Pampanga Governor Lilia Pineda, however, denied issuing such a declaration.

โ€œWe respect the move of the banking sector.ย However, we should exercise caution and should verify first if the news is true or not,โ€ Jimenez said.

He said the non-banking day is counterproductive for business and would lead to confusion since most businesses are open today for regular transactions and operations.

โ€œIt is confusing since businesses are open and the banks are closed.ย It affects clients not just of business but also of the banks. There should be a consensus to protect the interests of the clientele in general,โ€ Jimenez said.

There are also reports that some banks in the province have opted not to join the non-banking day. Itโ€™s business as usual for the Pampanga except for Angeles City, whose local legislative body passed an ordinance declaring a special holiday in the city.

June 15 will be a normal working day for the rest of the cities and municipalities in the province.

The House of Representatives committee on revision of laws had earlier approved House Bill (HB) 3948, a measure that seeks to declare June 15 as Mount Pinatubo Memorial Day and a special non-working holiday for Pampanga and Angeles City.

However, the bill has yet to be approved into law as it awaits approval of in the House plenary and the Senate
