Group lauds mayor for swift action vs dumpsite

ANGELES CITY โ€” Members of an environmentalist group lauded Mayor Edgardo Pamintuan on Thursday for his speedy action on the reported massive dumping of waste in Barangay Margot here.

Sonny Dobles, a member of the Pinoy Gumising Ka Movement (PGKM) โ€” an environmentalist group fighting the illegal operation of piggeries and polluting firms, thanked the mayor for ordering a probe into the indiscriminate dumping of waste at a creek at Sitio Cabande, Barangay Margot.

Dobles earlier said there are reports that some of the waste at Pampang material recovery facility (MRF) was transferred to the said village.

In connection to this report, Pamintuan said he directed the City Engineerโ€™s Office to cover the dumpsite with sand and prohibit further dumping.

โ€œAll of the city waste is now continuously dumped at Kalangitan,โ€ the mayor added.

Dobles, however, said that covering the garbage with sand is not a solution because leachate will still sip through the ground and contaminate the water table.

โ€œAng kailangan dun ay alisin yung basura sa creek,โ€ Dobles said.

He added that the City Government should penalize individuals who allowed the garbage dumping at said village.

He pointed to some residents, barangay officials, and city officials as the ones who allowed the dumping of waste into the area.

Pamintuan earlier said the City Government, through its Solid Waste Management Office, has started dumping waste at the Kalangitan Sanitary Landfill in Capas, Tarlac.

This is despite the City Governmentโ€™s arrears amounting P65 million to the Metro Clark Waste Management Corporation (MCWMC), operator of the said landfill.

Pamintuan said he talked to MCWMC head Rufo Colayco to lower the landfillโ€™s P1,000 tipping fee per ton of garbage to P500.

Pamintuan said he made the move after the waste at the cityโ€™s MRF in Barangay Pampang started to pile up and stink, to the consternation of residents.

The mayor said he immediately ordered the transfer of garbage from the MRF to the Kalangitan Sanitary Landfill when Colayco agreed with the lowering of the tipping fee.

Dobles even appealed to local officials to enforce all environmental laws, including Republic Act 9003 otherwise known as the Ecological Solid Waste Management Act, Republic Act 9275 or the Philippine Clean Water Act of 2004, and others.

Waste pollutes Abacan river, in effect killing downstream waterways in nearby towns and coastal areas in Pampanga, said Dobles.

Piggeries and garbage may have caused the recent fish kill at the Pampanga River as hog farms discharge toxic effluents that kill marine life, he added.
