TRB orders Aquino firm to halt toll collection

THE government on Thursday ordered a firm owned by the family of the late President Corazon Aquino to stop collecting tolls at an access road leading to the Subic Clark Tarlac Expressway (SCTEx).
Julius Corpuz, spokesperson of the Toll Regulatory Board, said its board
decided to issue the cease and desist order to immediately halt toll collection at the Hacienda Luisita access road leading to the San Miguel Interchange of the SCTEx.
โThey are now collecting toll at the access road without our authority,โ Corpuz said.
Reports showed that Hacienda Luisita Inc. (HLI) is collecting a P20 toll or service fee from motorists passing the access road in Barangay San Miguel inside the Hacienda Luisita compound en route to SCTEx.
HLI co-owner Jose โPepingโ Cojuangco Jr., an uncle of President Benigno Aquino 3rd, was quoted saying that the toll fee was meant for road maintenance and repair.
An estimated 4,000 vehicles pass through the Hacienda Luisita Interchange each day.
The SCTEx was constructed by state-owned Bases Conversion and
Development Authority (BCDA) using a P21 billion loan from Japan International Cooperation Agency (JICA).
The BCDA also secured a standby P2.5-billion credit facility from local banks to ensure construction of the project.
SCTEx is known as the countryโs longest expressway, and is envisioned to transform the surrounding area into a super region that would attract investors through the integration of all economic activities in the Subic Freeport and Special Economic Zone, the Clark Special Economic Zone, and the Central Techno Park in Tarlac.
The 93.77-kilometer, four-lane highway is divided into two major sections. The first section, the Subic-Clark stretch is 50.5 kilometers long, while the Clark-Tarlac section runs to 43.27 kilometers.
At present, the SCTEx is operated by the Manila North Tollways Corp.(MNTC).
But the BCDA is reviewing the contract of MNTC to operate SCTEX to ensure that the government can pay its loan to JICA.
