Commission orders Aquino ally back to City Hall – Clark Pampanga Philippines

CITY OF SAN FERNANDO — The Civil Service Commission (CSC) upheld its earlier order reinstating this city’s chief assessor, who was charged with gross insubordination by the Rodriguez administration.
The CSC issued the order in April 2011 in favor of Joey De Leon, chief of this city’s assessor office since 2003.
Aside from being the city’s chief assessor, De Leon was also the acting city administrator during the administration of former mayor Rey Aquino.
Aquino, now president of the Philippine Health Insurance Corporation, served as the city mayor from 1998 to 2004.
De Leon served as assistant assessor from 1998 and was promoted city chief assessor in 2003.
Database password
In an interview, De Leon said he was charged with gross insubordination and grave misconduct after failing to submit his password for the city’s assessor database system.
“They ordered me to submit my password on a Friday to Mayor Rodriguez. But I was able to submit it on the coming Monday to City Administrator Ferdinand Caylao because the mayor was not there at that time,” De Leon said.
In 2008, the CSC dismissed De Leon from government service following charges against him filed by the City Government. He has stopped coming to office since.
After hearing the case, the CSC ordered the reinstatement of De Leon in the service on January 2011 and downgraded his case to simple insubordination.
De Leon went back to work on Monday.
Not yet final
Meanwhile, Mayor Rodriguez has dismissed reports that his administration refuses to accept De Leon’s reinstatement.
“It’s not yet final and executory so we cannot yet implement it,” Rodriguez said.
Rodriguez, also president of the League of Cities of the Philippines, said De Leon elevated his case at the Court of Appeals, making the CSC decision not yet final and executory.
Despite De Leon’s absence, Rodriguez said operations at the city’s assessor office are going well since there are other trusted people there.
“If the highest possible tribunal would make the CSC order final and executor, then we will implement it and recognize De Leon’s reinstatement,” Rodriguez said.
De Leon also said that he agrees with Rodriguez’s statement that the CSC decision is not yet final.
However, he said he will continue to come to office unless a temporary restraining order will be issued by the CSC.
