Internal rules set for boundary dispute

CITY OF SAN FERNANDO – The Provincial Boards (PB) of Pampanga and Tarlac on Wednesday started the groundwork for the creation of the internal rules of the Boundary Dispute Committee that will hear the boundary dispute between the municipalities of Bamban and Mabalacat.
Provincial Board (PB) Member Raul Macalino told Sun.Star Pampanga that the two board members met in Olongapo City to discuss the internal rules to serve as guiding principles in taking up the boundary dispute claims.
It could be remembered that the two PBs resolved in a recent meeting inside Clark Freeport to create a boundary dispute committee to resolve the long-standing issue between the two municipalities.
The two PBs have agreed to set up the “Mabalacat-Bamban Boundary Dispute Committee” that will hear the complaints of the contending parties and will submit its findings and recommendations to the Pampanga and Tarlac PBs.
In 2008, it could be remembered that tension rose between the two municipalities a few months ago when Bamban started to exert its alleged right over the areas being occupied by Barangay Calumpang along Sacobia River.
It was learned that portions of Sacobia belong to Mabalacat and Bamban. Earlier, barangay officials of Calumpang complained that a Bamban-based quarry operator has been hauling sand from the territorial jurisdiction of the village.
Macalino told Sun.Star Pampanga that the proposed internal rules will be presented in a formal session with the two PBs acting as a quasi-judicial body.
Macalino said a very pertinent provision of the internal rules is that the PBs, though in joint session, will vote separately on any recommendation of the dispute committee.
The proposed Mabalacat-Bamban Boundary Dispute Committee is tasked to present its formal decision and recommendation on the boundary dispute case.
Earlier, Mabalacat Mayor Marino Morales said the Calumpang area along the disputed boundary has long been under the jurisdiction of Mabalacat. He said most of the residents in the area subject themselves under the political and territorial jurisdiction of Mabalacat.
“This area disputed by Bamban was recognized to be a part of Mabalacat under Executive Order 344 of then President Fidel V. Ramos,” Morales said.
