School officials told: ‘No collection please’

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez on Wednesday asked school principals and officers of their respective Parent-Teacher Associations to refrain from collecting miscellaneous and other forms of fees not mandated by the Department of Education during enrollment time.
Rodriguez made the appeal during the turn-over of books to city public schools donated by Children’s International Foundation. School principals all over the city, plus some parents of students, including PTA officers, were in attendance when the mayor made the appeal.
“Please stick to the guidelines of the Department of Education and do not collect anything that is not in the guidelines,” said Rodriguez.
He further stated: “Do not allow the misfortune of closing the doors for the less fortunate who might miss the opportunity of good education for simple, uncalled for collections. No collections please.”
The mayor recounted the story of two poor and young students living near his farm in Barangay Lara, who were not able to enroll in a city school because they were being asked to pay during enrollment some P360 for miscellaneous fees.
“Huwag naman sana kayong manguna sa collection, “he told officers of the PTA Federation, stressing the city is very strict in implementing the policy.
City Administrator Ferdinand Caylao said that the “Collection” policy is strictly observed by the city, although he clarified that after enrollment, such collections could then me made.
“During enrollment, huwag muna. Wala munang collection. After three weeks, puwede na,” he said.
The DepEd each year reiterates its ‘No Collection” policy especially during enrollment and as the school year opens. However, many school officials violate the policy and continue collecting “fees” guised in many forms, including those the education department noted as “PTA projects from voluntary contributions.”
But all is clear in city schools, Division of City Schools Superintendent Dr. May Eclar told Sun.Star Pampanga.
“So far, we have not received any complaints from parents on the ‘no collection’ policy this year. Rest assured we are strictly implementing and monitoring the compliance to the DepEd policy,” she said.
