Fisherfolk registration urged

CITY OF SAN FERNANDO — Provincial Environment and Natural Resources Office (Penro) chief and Pampanga “environment czar” Engr. Art Punsalan urged the Provincial Board’s committee on environment to have fishpond operators register themselves at barangay offices and at the Capitol.
Punsalan also called for the proper identification of areas for fish pens, much like in land use zoning.
The Penro chief’s call came after the wake of a series of fish kill incidents in Masantol town, where no “Bantay Ilog” force has been created due to the alleged lack of political will of officials there to implement environment laws.
During the committee hearing at Capitol on Monday, Punsalan called for the drafting of an ordinance or a resolution that will permanently address the problem in Masantol.
“The resolution or ordinance, as the PB may see them, should include the zoning of areas there appropriate for fish pens. It must at the least, include also the registration of fishpond operators so we could identify those violating environmental laws,” Punsalan told Sun.Star Pampanga.
Punsalan noted that the aggravated waste problem in Masantol after the closure of its dump site is rooted on the lack of awareness in waste segregation.
“Let’s accept it. We are just about ten percent in terms of segregation. It is a fact it has not yet sunk into our consciousness and culture. Everything must start in the barangays and then local government units. Capitol is here merely for technical assistance under the local government code and that’s it. Despite our efforts, it will still be implementation and regulation within the barangay and LGUs, like zoning and registration plus segregation, which will make our program effective,” he said.
“What is happening in Masantol is a clear cut indication of how far we should go. It’s a real long shot,” quipped Punsalan.
