Ebdane orders emergency work on Zambales megadike
May 13, 2011
IBA, Zambales — Governor Hermogenes Ebdane Jr. on Thursday ordered emergency works on the P5-million Maculcol megadike in San Narciso town to prevent further flooding in nearby towns.
Edbane inspected the megadike Wednesday after typhoon Bebeng battered the province, leaving five barangays in Botolan town under floodwaters and damaging millions worth of crops.
โThe good news is that the dikes we rehabilitated last year in Botolan, as well as San Felipe, proved strong and stable, so weโre doing the same project here in San Narciso,โ Ebdane said.
The project, which will cost about P5 million, will involve raising the height of the existing dike by about two meters, and replacing the sandbagged earth dike with gabions, which are modular wire mesh enclosures used for earth retention and flood control, Ebdane said.
โThe difference here is that in Zambales, we use the Ebdane technology โ instead of filling the gabions with boulders which are expensive, we fill them up with bags of sand mixed with cement,โ Ebdane said.
โThe resulting filling material is as solid as stone, only cheaper and faster to install,โ he added.
Ebdane, who was former Public Works secretary, said the rehabilitation work is supposed to be the responsibility of the Department of Public Works and Highways, “but weโre initiating it as an emergency project due to the urgency of ensuring the safety of Zambales residents.”
โWe have to make sure that nothing untoward will happen to Zambaleรฑos,โ Edbane said. โWe might be spending millions for this, but what is at stake โ the lives of our people โ is priceless.โ
The governor added the project will take advantage of the abundant sand in the area, which could be had for free. Meanwhile, other materials for the project like sacks, wire mesh and cement will be acquired on loan from local suppliers.
Residents of affected communities, on the other hand, will help provide “bayanihan-style” labor for the project, Ebdane said. (Anthony Bayarong)

There are numerous opportunities for investments between US$100,000 and $500,000. These opportunities are especially attractive for semi-retirement lifestyles. The best, easiest and safest way to go about with this kind of investments is to deal with an existing business โ a locator as business in Clark is called โ so the investor is spared of the hassle of dealing with red-tape and bureaucracy that is always present in third-world countries. The existing locator has already cleared the path so to speak and even if it means asking for small premium for a partnership, it is very much worth the while of a new investor to take this route. Business opportunities depend largely on the skills, interests and experiences of the investors but there is a strong demand for more establishments in these areas: entertainment, shops, office space, construction and engineering services, restaurants and bars, transportation and travel assistance.
Clark Freeport is one of the most attractive business propositions the Philippines has to offer for investors in many kinds of businesses from BPO, hospitality, resorts and leisure facilities to condos, retirement homes, restaurants, bars and shops.
