Halili to revive proposals, resolutions

CITY OF SAN FERNANDO — Provincial Board (PB) member Tarcicio DC Halili on Tuesday said he will revive three important measures that he sees would benefit various sectors in the province.
Halili said he will file a measure requiring graduating high school students to plant a tree as prerequisite for graduation. Similarly, graduating elementary school students will be required to propagate seedlings before they could get their diploma.
βThe program will make our environment protection schemes more sustainable,β he said.
He said students could select areas like Arayat or Paradise Ranch in Mabalacat where they would plant and propagate trees. Seedlings can readily be source from the Department of Environment and Natural Resources, he said.
Halili also plans to revive his proposal for waste segregation at the household level.
βThe proposal is unique in the sense that senior citizens in the barangays would be in charge of the segregation. It is a big problem, which I think the wiser senior citizens could handle. They would oversee the collection and then the segregation so that they could generate income for themselves,β he said.
He said a parallel proposal would be to ask transport operators, from tricycles to buses, to provide trashcans and waste bins in their vehicles to stop the indiscriminate throwing of garbage in roads and waterways.
Halili also plans to file a resolution pushing for the creation of bicycle lanes along major thoroughfares in the province.
βThe proposal calls for a carless hour — between 5:30 a.m. to 6 a.m. — as workers troop to their offices, and about 4:30 p.m. to 5 p.m., as they set for home. This would reduce accidents, curb pollution from vehicles and enhance the health of our constituents,β he said.
βI will also include in the proposal the registration of all bicycles with the corresponding chassis numbers at Capitol. The P10 bike owners will pay will be for administrative costs only but it will ensure their safety and security,β he added.
Halili said the revival of the proposals, which he filed in 2004, are timely and relevant in relation to the current conditions and situations in the province.
