Metro Manila workers to get P22 allowance hike

MANILA — The regional wage board in the National Capital Region on Monday has granted minimum wage earners in the capital a P22 increase in their cost of living allowance (Cola), a labor official said.
The one-day deliberation of the Regional Tripartite Wages and Productivity Board in National Capital Region (RTWPB-NCR) resulted in bringing up the daily compensation of Metro Manila workers to P426 per day.
In a press conference late Monday afternoon, RTWPB-NCR Chairman Raymundo Agravante said the board issued Wage Order Number 16 providing a Cola in the NCR of P22. He said the board’s main consideration was the argument presented by the employers during the deliberation of the board.
โ€œOne of the reasons why the Cola was agreed upon because, accordingly, the granting of Cola does not affect the overtime and night-shift differential as compared to giving the basic wage,โ€ he said.
โ€œKung sa basic wage kasi mas malaki yung added cost on the part of the employers while kung Cola maliit lang yung added cost (If basic wage is increased, it will entail higher cost on the part of the employers),โ€ he added.
Agravante also noted that the board considered the warning of the Bangko Sentral ng Pilipinas regarding possible inflationary effect of giving more than P25 increase in daily pay of workers.
โ€œIn the end, the employersโ€™ position was P20 Cola but we still managed to haggle P22 or a P2 additional allowance in anticipation of projected increase in prices of basic commodities,โ€ he claimed.
The Trade Union Congress of the Philippines (TUCP) had petitioned for a P75 wage adjustment in Metro Manila citing the successive increase in the prices of basic commodities. Agravante admitted that the TUCP dissented with the Wage Order No. 16.
Department of Labor and Employment said the new Wage Order will take effect 15 days upon its publication in at least one newspaper. The body is planning to publish the order “within the week.”
The current minimum wage in the NCR is P404 based on the Wage Order No. 15 issued July 2010.For its part, the TUCP said it is not going to simply accept the decision of the wage board as it strongly condemns its “shameless” granting of additional Cola.
โ€œThe RTPWB just missed the important opportunity to raise workers’ standard of living in the NCR and help improve equity as mandated by law. It further institutionalizes the primacy of profits over peopleโ€ฆ a few people over the masses of suffering workers,โ€ said TUCP deputy spokesman Raffy Mapalo.
According to the TUCP official, their group would immediately file a motion seeking reconsideration of the wage boardโ€™s decision before the National Wages and Productivity Commission.
If the board would deny their motion for reconsideration, Mapalo stressed, they would be forced to appeal their case before the Supreme Court.
Similarly, the TUCP called on the Congress to rectify the boardโ€™s “erroneous and bad decision” and come out with a better measure that would improve the existing wage-fixing system in the country.
