Speed limit at Pampanga avenue proposed

CITY OF SAN FERNANDO — The Provincial Board (PB) led by Vice Governor Joseller Guiao approved Tuesday a resolution requesting various regional government agencies to establish a speed limit along the Jose Abad Santos Avenue (Jasa).
The resolution urges the Land Transportation Office, Philippine National Police, Department of Public Works and Highways (DPWH) and the local governments of Lubao, Guagua, Bacolor, and the City Government of San Fernando “to adopt means and measures that will establish and enforce the maximum speed limits along Jasa from Lubao to this city.”
The resolution was first hatched by first district Board Member Tarcicio DC Halili last month, noting the growing risks to motorists and pedestrians with the now widened roads.
“The widened and expanded roads along Jasa and portions of MacArthur Highway traversing residential areas pose great danger to motorists and pedestrians so we need to limit the speed from at least 40 KPH (kilometers per hour) to 50 KPH,” he said.
His proposed resolution was, however, amended during the plenary upon the motion of fourth district Board Member Nestor Tolentino.
In his privilege speech, Tolentino cited Jasa as now a world class highway that has courted accidents due to over speeding.
He said a lot of drivers in the country are unaware of speed limits unlike in other countries.
“To somehow minimize, if not totally avoid accidents on the said portions of Jasa… May I enjoin the LTO (Land Transportation Office), PNP (Philippine National Police) and DPWH to apprehend over speeding drivers. We may likewise enjoin the said LGUs for them to pass a joint resolution that provides for a uniform speed limit on the highway,” said Tolentino.
He told Sun.Star Pampanga that aside from highly visible signs on the set speed limits, enforcement and monitoring by the LTO and PNP will be salient keys in the implementation.
Last month, DPWH Regional Director Alfredo Tolentino has confirmed that speed limit signs and other measures, like the construction of pedestrian flyovers, will be established in Jasa and parts of MacArthur Highway or Manila North Road, as Tolentino proposed.
Halili, meanwhile, hinted that the stretch of MacArthur Highway could very well be covered by the amended resolution.
“We might as well start in Apalit. Very soon, the highway there would be similarly expanded and our resolution would already be in place to safeguard motorists and pedestrians,” he said.
In the City of San Fernando, Councilor Ruperto Dumlao said the peace and order committee, which he chairs, is set to file its own resolution regarding speed limits that he put at about 40 KPH.
