HK police to visit Manila to set up video testimony

The Consulate General of the Philippines yesterday confirmed the country’s Department of Justice had approved a request for the Hong Kong police to set up equipment so the brother of Filipino gunman Rolando Mendoza could testify at an inquest.

Gregorio Mendoza, the only Filipino witness willing to give evidence out of 116 summoned, is unable to leave his country. His video testimony could be heard on Wednesday.

Police officers will travel to Manila on Sunday to prepare for Mendoza’s testimony via video link. A senior government counsel from the justice department will go along to ensure the necessary procedures are properly complied with.

Hong Kong’s own inquest into the deaths of eight Hongkongers held hostage by sacked police officer Rolando Mendoza entered its 20th day yesterday. He hijacked their tour bus on August 23 in Manila to demand his job back.

The Coroner’s Court heard that the negotiator who talked to Mendoza did not communicate with the intelligence unit, the SWAT team commander or the chief of operations. The gunman’s request for documents to be delivered to the Philippine Justice Department was also ignored and the documents were never received.

Transcripts of negotiator Superintendent Orlando Yebra’s testimony in the Philippine inquiry into the incident last September were heard as evidence in the inquest yesterday.

At around 11am on August 23, Mendoza asked Yebra to pass a folder to the ombudsman and give a copy to the Justice Department, the court heard. At noon, Yebra saw policeman Denison Rivera, who was supposed to deliver the documents to the department, at the command post.

Rivera said his commander, then Manila police chief Rodolfo Magtibay, had asked him not to send the documents because he wanted to look at the folder first with others at the command post.
