MVP still roots for Clark as PHL premier airport

High-speed train eyed to connect CIA to NAIA
MAKATI CITY–Business tycoon Manuel V. Pangilinan on Friday reaffirmed his support to develop the Clark International Airport (CIA) in Pampanga through the construction of a proposed high-speed railway service that will serve as a transport link between Clark and Ninoy Aquino International Airport (Naia) terminals.
Pangilinan said the CIA, which is preparing for the start of the Emirates’ daily Clark-Dubai flights in October, should be the “new international airport.”
He spoke with Headline Gitnang Luzon shortly after the annual Philippine Long Distance Telephone Co.’s stockholders’ meeting at the Makati Shangri-La.
Pangilinan said “it’s up to the government” on how it will offer the development of the CIA, which has two 3,200-meter parallel runways built by the US military.
Pangilinan, who traces his roots to Apalit, Pampanga, openly supported and endorsed for the past three years the transformation of the CIA into the country’s premier international airport. He earlier blamed passenger and aircraft congestions as causes of delay of flights at the Naia terminals 1, 2 and 3, thus necessitating the development of CIA.
At the news conference, Pangilinan also cited his preference to develop airports in the country, including his recent partnership with the Gokongwei family and Cebu Pacific Air in the attempt to win the bidding of the P17.5-billion Mactan Cebu International Airport passenger terminal redevelopment project.
Pangilinan said the Naia should be maintained as the “premier city airport.”
Pangilinan, chairman of the Metro Pacific Investments Corp. (MPIC), said they had commissioned a study of the high-speed train that will ferry passengers from CIA to the Naia.
He added that upon completion, the railway service will have four stops from the CIA somewhere north of Manila, Makati City and the one at the Naia.
Pangilinan did not mention other details about the study but he earlier said there should be another one stop near the TriNoma and SM Edsa malls in Quezon City.
Pangilinan said the “ideal” rail route for the train should be on the side of the North Luzon Expressway (NLEx). He is the concessionaire of the NLEx through the Metro Pacific Tollways Corp. of the MPIC.
He said “a lot will be done and be affected” if the route of the train will be in the middle of the 84-kilometer expressway.
Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano said on Saturday that over P300 million is being used for the Phase 2 terminal expansion project of the CIA. He said “more” check-in counters are being constructed and the pre-departure area is being expanded.
Luciano is expected to lead the ceremonies for the launch of the Clark-Dubai daily flights starting October 1.
A CIAC official, who asked not be named, said “more prominent” airline based in the Middle East are interested to operate at the CIA.
Among these, he said, are the Qatar Airways, a two-time World’s Best Airline winner in 2011 and 2012, and Etihad Airways, flag carrier of the United Arab Emirates based in Abu Dhabi.
Passenger volume at the CIA jumped in the first quarter of the year by at least 62 percent compared to the same period in 2012. There were 408,895 passengers from January to March in 2013, while there were 252,163 passengers in the same period last year.
