Angara wants school supplies guarded from toxic chemicals

CITY OF SAN FERNANDO–Team Pnoy senatorial candidate Edgardo “Sonny” Angara yesterday called on the Department of Health-Food and Drugs Administration (DOH-FDA) to create a task force that will check for toxic chemicals in low-priced school supplies being sold in Manila’s retail stores.

“The BFAD should start checking this early the levels of toxic chemicals in children’s school supplies as parents prepare for the enrolment of their kids this June.”

He pointed out that many low-income families go to Tutuban, 168 and 999 Malls and other retail stores in Divisoria in Manila where supplies and goods are sold cheap.

However, many of these discounted school supplies like pencils, colors, pencil cases, lunch boxes, backpacks and raincoats were not subjected to strict chemical tests during production, Angara stressed.

“Since the salary of many families are not even enough to meet their daily needs, parents look for bargain products in buying their children’s school requirements. Health authorities should check whether or not these supplies are imbued with toxic chemicals,” he said.

The lawmaker from Aurora further said: “Our health authorities should ensure that while supplies are sold within or even cheaper than the suggested retail prices, they are also of good quality, comply with labeling requirements, and that chemical contents are within safe limits.”
In the past, the Ecowaste Coalition discovered that harmful substances such as neurotoxin lead and carcinogens cadmium and phthalates were present in school supplies that were being sold in Divisoria.

The tests, which were made using an X-Ray Fluorescence spectrometer, revealed that nine out of 25 school supplies and 11 out of 14 raincoats registered lead content ranging from 229 parts per million to 9,475 ppm. Three of the raincoats also registered for cadmium up to 254 ppm, way above the allowable level.

Four of five school supplies subjected to laboratory Gas Chromatographic-Mass Spectrometry exceeded the phthalate safety limit, with one sample having 35.86 percent of di-iso-nonyl phthalate which is used as a plasticizer.

Under the US Consumer Product Safety Improvement Act of 2008, the threshold or limit for total lead concentration in products is 90 ppm, 75 ppm for soluble cadmium, and 0.1 percent for phthalates.

Health authorities also urged consumers to avoid plastic polyvinyl chloride items since phthalates are usually added to PVC for more elasticity.
Angara urged parents to read the labels carefully when trying to find cheap buys.

“Let us check for toxic chemicals in our kids’ backpacks. It is important to read the labels carefully and refrain from buying products with strong chemical smell and have painted parts,” Angara said. ●
