Unmasked: VM behind city council rigodon Rivals stripped of committees

ANGELES CITY — Vice Mayor Vicky Vega-Cabigting was reportedly behind the recent city council reorganization that stripped three councilors of their committee chairmanships.

In an executive session in her office, Cabigting announced the reorganization of various committees of the city council even if it was not even included in the agenda or listed in the “other matters” of the regular session a few weeks ago. This according to informed sources at the council.

“She was the one who read the reorganization item and not the usual sponsor-councilor who was supposed to read it in the plenary or session,” said the sources.

It was observed that during the distribution of the committees, all the councilors who were given new committee chairmanships that were stripped from councilors Jay Sangil, Willie Rivera and Alfie Bonifacio, were not minding the proceedings and were all busy with their smart phones or texting.

It seemed that everything was pre-planned, said an observer.

Sangil’s previous committees included cooperatives, labor, public works and engineering and special economic zone. All of them were given to Councilors Jericho Aguas, Maricel Morales and Dan Lacson who are all identified with the administration of Mayor Ed Pamintuan.

Rivera, who was not around during the reorganization had been stripped of the committees on finance, peace and order, and urban poor while Bonifacio was stripped of the committees on ways and means, trade and investment, and health. Bonifacio is a dentist by profession.

He was reportedly surprised when Cabigting announced the reorganization but kept his silence and also accepted his fate like Sangil.

However, Rivera, who arrived late, complained after learning that he was stripped of his committees and even raised his voice in displeasure and slammed the door. He said the urban poor will be deprived of proper representation in the council.

Sangil and Bonifacio are running for vice mayor this coming 2013 elections challenging Cabigting.

While Rivera is believed to be supporting Bonifacio having been a lawyer of their family and his avowed political guru.

Sangil is credited for speedily solving labor-management problems since he became a councilor in 2004 up to the present.

Sources said three days before the reorganization, Cabigting, together with the majority members of the council minus Sangil, Rivera and Bonifacio were seen in a Chinese restaurant in Balibago over lunch planning the reorganization as requested by Cabigting and the young councillors.

According to a barangay captain who saw them, he was even told by one of the councilors that they are going to remove some committees from the three.
